I would frame the issue facing Bharat as sovereign tech in general and not just sovereign AI.
AI is the tip of a whole pyramid of capabilities, most of it we don't have and we don't even hear about. Most of those capabilities are not very expensive to acquire (unlike AI itself) - they require time and talent, and far smaller amounts of money than AI.
As an example, Japanese firms we don't hear about have critical technologies that AI data centers need. Japanese play in many such critical sectors.
I would recommend a broad national effort at every layer of the tech pyramid. We must do AI R&D but we must not lose sight of the pyramid.
@MohapatraHemant Agree with this cost analysis. 5B USD capital for these IT giants is managable. I have no idea why they have not pooled the resources to build their own frontier model for India.
@siddarthpaim Isn’t Sarvam already building frontier models? That will be on par with the best. For the rest use cases, the MOAT is really dataset and small learning models will work best for custom applications. More progress is good, but India is not in a bad place.

India needs to build and innovate at every level of the AI stack, including the foundational model layer. The Indian IT industry should get together and pour resources and money in the research and ecosystem needed for the AI future.
India doesn't need to lead the world in building the most advanced AI models. But it must lead in ensuring benefits of AI are widely shared.

@sunandavashisht what is the scientific methodology to increase the seats by 50%? How will these new proposed seats be added? Why were the states not consulted?
@sunandavashisht This bill is hoodwinking the republic under the cover of women reservation. The bill further weakens the federal structure. Without the overhaul of both houses, simply increasing the LS seats does not make any sense. This bill should be strongly opposed.
