US Sanctions Companies and Vessels Involved in Smuggling

The US Department of Treasury’s Foreign Assets Control (OFAC) has announced their latest set of sanctions on 17 October, primarily targeting organizations that are a part of a network that smuggles and sells sanctioned Iranian oil.

A total of 18 companies have been sanctioned for being part of a network operated by Sa’id al-Jamal. The network is alleged to be backed by Houthi forces and the Iranian Revolutionary Guards Quds Force.

The network is alleged to arrange for the transport and sale of Iranian oil, proceeds from which are used to fund Houthi destabilizing activities such as UAV and missile attacks on Israel and on passing ships in the Red Sea.

Changtai Shipping Ltd. has been identified as a member of Jamal’s network and has hence been sanctioned. The vessel KAPOK has been identified as a property of Changtai Shipping and has also been sanctioned.

UAE-based Indo Gulf Ship Management LLC has been identified as the operator of a vessel used to smuggle millions of dollars worth of Iranian oil and hence has been sanctioned. Indo Gulf Ship Management’s managing director, and the technical manager, have also been sanctioned.

The Barbados-registered vessel KUKKI managed and operated by Indo Gulf Ship Management, has also been sanctioned.

The UAE-based Ukrainian national,Yevhen Skriabin has been identified to operate multiple companies that are involved in the smuggling of Iranian oil. The UAE-based companies Eco Max Trading FZE and Eco Max FZE, along with the Marshall Islands-based Motionavigations Limited, are all operated by Skriabin and have been involved in the smuggling and sale of Iranian oil. All these companies have been sanctioned.

Eco Max FZE manages multiple vessels, namely the Cook Islands registered vessels MARBEL, TROPHY, and ONYX, and the Palau registered vessels LIANA, GRATIA, and JUVENIS, which have been identified as properties in which Eco Max has an interest and hence also sanctioned.

Two vessel captains, namely the Iranian national and the Pakistani national , who were masters of the vessels YORGOS and LADY SOFIA, have been sanctioned for having conducted a ship-to-ship transfer in aid of Jamal’s network back in August this year.
