Yes. I think the technology stack for FSD-U is included. What's not included will be insurance, network fees if you want fully autonomous integration with the Robotaxi app. FSD-U will require a passenger to manually activate FSD each time. You may not be able to ask it to go and pickup your kids autonomously, for example.
