@robin_a_p @nbradbury Best guess is that tabs-at-top was easier to use, your eyes could focus on the top (address bar, toolbar, tabs) instead of flipping between top and bottom. Browser tabs are more dynamic (icons, titles changing, progress) so they are more core to the UI than editor tabs.
