As the law dictates, the Panel cannot sit to hear a Constitutional matter when the Justices are less than 9.
The second thing the Chief Justice did is making the Judiciary dysfunctional by creating poor working conditions and nobody cares kind of administration.
The first thing Chief Justice Chan succeeded in conniving with the Executive is detoothing the Constitution Panel. Currently, there are less than 7 Justices for the Constitutional Panel.

The A Court ( Executive Chief’s court) in my Boma is more efficient than the Statutory courts under the administration of Chief Justice Chan Reec. Many cases die in the statutory court for that matter, thus discouraging the culture of litigation.

In 2021, our team End Examination Malpractice Now staged a fiercest fight against malpractice in South Sudan. I was exiled, and other members intimidated, arrested and threatened.
It paid off today. The pass rate dropped from 95.3% in 2022 to 59% this year—commendable.
