@WithyWitty Instagram is not a default application. You can download it from the Google Play Store for free.

Repeat the operation with other apps that you want to organise. You can also rename the folder by tapping on the title of the folder.

Answer: Press and hold the app, and move it on top of a different app. A folder with the two apps will appear automatically.

You can disable mobile data by accessing Settings > More... > Mobile networks > and tapping on Data enabled.
