We at Akbayan Partylist will be filing these first five bills for our youth:
1. Baon Bill: Addresses the high dropout rate due to rising costs of transportation, food, dorms, books, etc; ₱5,000 monthly stipend for students from the poorest families enrolled in State Universities and Colleges (on top of the current Tertiary Education Subsidy) adjusted yearly for inflation.
2. Students Rights and Welfare Act: Requires each school to create a Students’ Rights and Welfare Desk composed of student councils and representatives; protects against campus militarization; Upholds students’ rights, including the right to organize and freely express their views; Protects against discrimination based on gender, religion, socio-economic status, or political beliefs; Ensures adequate mental health care; No increase in tuition and other fees without student consultation.
3. Magna Carta for Out of School Youth: Creates a Coordination Council to provide special protection for OSY Youth; Provides educational cost support and employment facilitatio; Provides health services and protection against discrimination for out-of-school youth; Mandates programs and services from both national and local governments
4. Interns’ Rights and Welfare Bill: Provides compensation and benefits (75% of Salary Grade 1 for government interns and 75% of regional minimum wage for private sector, both non-taxable); provides internship duration and limits, required rest periods 8 hours between shifts, and special remuneration for holidays and weekend work; Ensures proper mentorship and adequate protection for interns.
5. Protektadong Online Workers, Entrepreneurs, Riders at Raketera Act: Ensures protection and equal opportunities for digital workers, riders, entrepreneurs, and freelancers; Requires clear contacts and fair pay; Provides access to social protections like SSS, PhilHealth, and Pag-IBIG, and recognition of their rights as workers.
