All of the money for HS2 exists. Some of it is even accessible for spending on HS2. Some of that accessible money could be spent on lots of things including the NHS. Not all of it, because nobody has agreed to finance all of HS2 yet. But some of it.

Do you envisage 100% debt with no sovereign backing?
If no, wouldn't capacity be freed for other uses if hs2 was scaled back or cancelled?

@Andrew_Adonis I think you finally got it. This is not 1964 to 1986 and HS2 is no longer the solution to anything. And will be even less so by the time it is actually built. For a helluva lot of money...
