Together with representatives from DG HOME, DG MENA, @EUBAMLibya, and Operation @EUNAVFOR_MED IRINI, I participated today in the 8th meeting of the #EU Technical Mission on Rights-Based Migration and Border Management with representatives of institutions in Benghazi.

I am grateful for the support provided by the General Command of the Libyan Arab Armed Forces to this productive meeting.

I commended the efforts of authorities nationwide to improve the governance of migration in line with sovereign responsibilities and confirmed the EU’s support to ensure alignment with international standards and human rights.

We reviewed progress and challenges, and agreed to advance the operationalization of our dialogue in close cooperation with the relevant UN agencies in key areas including:

• Support for land border management and security
• Search and rescue to save lives at sea and in the desert, including by establishing a Maritime Rescue Coordination Center in Benghazi
• Enhanced dialogue on combating transnational human smuggling and trafficking networks
• Voluntary humanitarian returns
• Humanitarian protection of migrants and refugees

We agreed to remain in close contact and further intensify our exchanges to support Libya in developing effective, coordinated, and humane migration and border management with EU support.

Building on my recent meeting with Eng. Belgasem Haftar, during our mission to Benghazi, Head of Cooperation Marton Benedek and @EUBAMLibya Head of Operations Alessio Zuccarini met with representatives of the Libyan Development and Reconstruction Fund.

Their discussion explored a broad range of areas for potential cooperation, including academic partnerships and scholarships; urban planning and infrastructure; support for municipalities; and capacity-building assistance for local institutions, civil society, as well as customs and port authorities.

They agreed to maintain close coordination to maximise the mutual benefits and impact of EU support.

On international day for the elimination of violence against women the Delegation of the European Union launches the yearly 16 days of activism campaign joining Libyan citizens and institutions standing against all forms of violence against women.

Europe and European member states are committed to supporting #Libya to protect women and girls against this global scourge.

On this symbolic day, we call on the House of Representatives to adopt the law on the elimination of violence against women approved by its legislative committee on 18 January 2024.

Break the silence. End the violence.

Every nation has the right to manage its borders and migration effectively - and the duty to do so upholding universal human rights.

Honored to join the 6th Steering Committee of the #EU-funded SIBMMIL project (Support to Integrated Border and Migration Management in #Libya) hosted by the Italian Ministry of the Interior in Rome today with the participation of representatives of all the Libyan migration and border management authorities.

We welcomed the progress made since the 17 July Trans-Mediterranean Migration Forum in Tripoli, particularly the notable increase in migrants’ Voluntary Human Returns supported by the EU.

I commended Libya’s ongoing efforts to save lives at sea and in the desert, and the operationalization of the Tripoli Maritime Rescue Coordination Centre with support by SIBMMIL, and reaffirmed the EU’s commitment to combating human smuggling and trafficking.

We reiterated our determination to strengthen Libya’s human rights-compliant border management capacity with a stronger focus on securing land borders through our partners, including the Italian Ministry of Interior @Viminale, @ItalianNavy, Guardia di Finanza @GDF, @_Carabinieri_ and @IOM_Libya.
