If you test creatives but not pages, you're only running half the game.
Every angle you test at the ad level needs a paired page. One page doesn't fit every message. Creative pulls a specific type of person with a specific belief.

The copy is usually fine. The page was built once for no angle in particular, and now it catches traffic that expected 20 different things.
That's a post-click architecture problem, not a copy one. The fix is building the page for the angle, before the click.
Why does a health & fitness brand run a healthy CTR on Meta and a CVR on the floor at the same time?
Nearly every operator answers it the same way: the page needs a redesign.
It almost never does.
CPA, ROAS, CAC are all downstream of CTR, CVR and CPM. CPM you can't move much, so your real control is the creative and the page.
Most accounts run 20 angles in the ad account and one page behind all of them. CTR moves, CVR sits still.
