Solar isn’t the problem. It’s revealing the system beneath it.

Pakistan’s power system wasn’t just divided. It was never fully empowered.
The unbundling of WAPDA into PEPCO and 10 DISCOs aimed to improve efficiency and attract investment. Instead, one system became ten uneven ones — each with its own losses and constraints.

At the same time, the fiscal base remained narrow. Only ~3.6 million taxpayers file with payments, while electricity reaches over 30 million consumers. Recovery shifted to usage.

Today, 17% GST + duties, surcharges, and cross-subsidies make up a significant share of the bill — often approaching 30%+ in many cases.

Inefficiency persists. T&D losses remain 17–18% vs 11% allowed, deepening system costs.

Meanwhile, control remains centralized. Procurement sits with CPPA-G, while DISCOs lack full autonomy.

Elsewhere, reform translated into execution. New Delhi reduced losses from 55% (2002) to 7–8%.

Pakistan is only now re-engaging — smart metering (2025), World Bank-backed funding, and CTBCM (~800MW by mid-2026).

True progress will come from modernising the grid, granting DISCOs real autonomy (maybe through privatization), and building the flexibility needed to turn distributed solar into a genuine asset rather than a stress test.
