Consequently Support Centres had very small budgets to buy resources and SfLTs had no funds to go on courses with a fee or to buy books for professional reading.

@debbiehepp Couldn’t agree more. They cannot enjoy what they can’t do. If they learn to read they may choose to read for leisure. Same as teaching skills for sport. They cannot enjoy if they don’t know how to do it, but they may learn and then not choose to play.
