The Yale economist who called both the 2000 and 2008 crashes accidentally destroyed the Wall Street bank lobbying industry in a free 70-minute lecture on the 1933 law Bill Clinton repealed nine years before the housing collapse.

His name is Robert Shiller. He is a Sterling Professor at Yale and the 2013 Nobel laureate in Economics.
In 2000 he published a book called "Irrational Exuberance" arguing the stock market was in a bubble. It crashed 60 percent within three years. In 2005 he updated the book to include US housing. That market lost 40 percent within eighteen months.

The whole framework fits on one page. In 1933 Congress passed the Glass-Steagall Act after the crash of 1929. It separated your deposit-taking bank from the investment desk that could gamble with your money. It also created FDIC insurance on every American account. That single set of rules gave the country seventy years without a systemic banking panic.
In 1999 Bill Clinton signed the repeal of Glass-Steagall after Wall Street spent 300 million dollars on lobbying over the previous decade. Nine years later the same combined banks Glass-Steagall was written to prevent needed the largest taxpayer bailout in American history.

That is Paul Volcker in 2009, the former Federal Reserve chairman testifying to Congress after the crisis he had spent his career warning about. Almost no retail depositor keeping their salary at a universal bank has heard him say it.
