Today I presented the National Budget Speech outlining government priorities and allocations for the Financial Year 2026/27 at Kololo independence ground
In my speech I stated that Uganda has become a land of opportunity and promise.
Our economy has expanded to USD 69 billion and is projected to grow at double-digit rates,driven by strong export performance, first oil, & sustained wealth-creation interventions. More importantly, this growth is increasingly translating into jobs, higher incomes and better livelihood for Ugandans.
I also noted that Investor confidence is rising, and the Ugandan diaspora is responding with increased remittances, investment and active participation in our transformation.
This Budget aims to accelerate the attainment of the Tenfold Growth Strategy,adding that Government has allocated 95.6 percent of discretionary resources to the ATMS—Agro-industrialisation,
Tourism Development, Mineral-Based Industrialisation, and Science, Technology and Innovation—and their key enablers.
This Budget prioritises production, productivity, value addition, exports, and job creation. I invite the private sector to take full advantage of these opportunities to create wealth.
I also stated that Budget launches Uganda into the “Kisanja No More Sleep” and Every Ugandan must actively engage in wealth creation, and every leader must be accountable for transforming households and communities.
The era of planning and debate is over and the era of implementation and results has begun.
Our mission is clear
produce more, earn more, export more, and lift every household out of subsistence. I dedicate this Budget to all wealth creators, especially the youth, whose energy, enterprise and innovation will drive Uganda’s transformation into a 500-billion-dollar economy.

I am honoured to have joined President @KagutaMuseveni today for the signing of a landmark agreement between @UG_Airlines and @Boeing for the acquisition of 10 new aircraft. This marks a major step in expanding Uganda’s aviation capacity and strengthening global connectivity.
The fleet expansion, covering both passenger and cargo aircraft, will boost trade, tourism, and investment, and position Uganda as a key aviation hub in the region.
Today, I was sworn in as Member of Parliament with gratitude to God and President Yoweri Museveni for the continued trust to serve Ugandans .
We shall promote legislation that boosts industrialization, increase manufacturing and value addition to our raw materials.
Earlier today, I appeared before the Parliamentary vetting committee as a State Minister for Defence and Veteran affairs (Defence) under Ministry of Defence and Veteran Affairs.
Rubanda district general hospital has recieved medical appliances worth 1.2billion from Ministry of health.
This is part of the bigger project that includes construction of structures at the hospital that will be complete in the next six months to come.

I interacted with the Parliamentary committee on Appointments following my nomination to serve as Minister of Finance planning and economic development in the Cabinet of 2026-2031.
I shared our progress,outlined Ugandas current economic robust base line,and committed to the roadmap for Ugandas economic growth agenda.
Going forward my focus is to transition Uganda from incremental growth to exponential takeoff through five pillars
1. The USD 500 Billion Target: Relentlessly execute the Tenfold Growth Strategy to turn Uganda into a half-trillion-dollar economy by 2040.
2. Enforcing Absolute Discipline: Shift the Ministry’s culture from spending money to enforcing results. I will demand strict budget discipline, aggressive procurement reforms, and rigorous value-for-money audits on all public projects.
3. Aggressive Revenue Mobilisation: Implement the second Domestic Revenue Mobilisation Strategy (DRMS) to push our revenue-to-GDP ratio to at least 20%, cutting external dependence.
4. Presidential Wealth Creation Agenda: Prioritize funding and tracking the commercialisation of smallholders to ensure every Ugandan enters the money economy.
5. Smart Oil Governance: Manage our impending oil revenues with bulletproof institutional guardrails. We will use oil to build infrastructure and muscle, ensuring Uganda becomes an oil producer, but never an oil-dependent economy.
Over the last five years, we delivered key budgets and reforms, secured Uganda’s exit from the FATF Grey List, strengthened fiscal institutions, and formulated the Tenfold Growth Strategy.
Today, Uganda’s economy is strong and accelerating: 7% growth this year, rising to 10.2% with First Oil; GDP at USD 68.4 billion; inflation at 3.3%; debt sustainable at 52.7% of GDP; FDI up 151% to USD 3.66 billion; exports doubled to USD 16.25 billion; and URA projected to finance 80% of the discretionary budget. Formal jobs more than tripled to 2.32 million. UGX 4.4 trillion via PDM has reached 10,589 parishes empowering over 4 million Ugandans while Emyooga has Transformed 2.48 million lives.
I am deeply honoured by the trust reposed in me by H.E. the President @KagutaMuseveni and I assure him and the people of Uganda of my unwavering commitment to steering our nation's economic agenda towards sustainable growth, prosperity, and improved livelihoods.

HON. HENRY MUSASIZI ARIGANYIRA: THE NEW MINISTER OF FINANCE.
45 year old Musasizi is a Ugandan Business Administrator, Certified Public Accountant and Politician. He represents Rubanda County East in the 12th Parliament. Musasizi is also the incumbent NRM Chairperson Rubanda District.
Hon. Musasizi went to Kigezi College Butobere for his O & A’ levels which he completed in 2000. In 2005, Hon. @henrymusasizi1 obtained a Bachelors Degree in Commerce from Makerere University. In 2009, Musasizi became a Certified Accountant after acquiring a Certificate at the Institute of Certified Public Accountants of Uganda.
In 2012, he attained a Masters Degree in Public Administration from Heriot-Watt University in Edinburgh, Scotland.
Hon. Musasizi worked with Caritas-Kabale Diocese, a development department of the Roman Catholic Church in Kabale after his first degree in 2005 until 2007. In 2007, Musasizi worked with the African Medical & Research Foundation until 2010 when he resigned to join Elective Politics.
He was elected to represent Rubanda in 2011 in the 8th Parliament. After his reelection to the 9th Parliament, Musasizi served as the Member of the Public Accounts Committee. In 2016 after winning his 3rd Term, Musasizi Chaired the Committee on Finance, Planning & Economic Development of Parliament.
First forward, 2021 came and he was appointed State Minister for Finance, Planning & Economic Development Incharge of General Duties, a position he used to endear himself to the Appointing Authority.
He has represented the Ministry in Parliament in the 11th Parliament more times than his Predecessor Hon. @MatiaK5. An accomplished Accountant & Business Administrator takes charge at @mofpedU

HON. SHARTSI MUSHERURE KUTESA: THE NEW STATE MINISTER FOR FINANCE (MICRO-FINANCE)
Daughter to former Foreign Affairs Minister and President of the UN General Assembly, Hon. @SMusherure was last week Appointed State Minister for Micro Finance under the Ministry of Finance, Planning & Economic Development.
Shartsi Nalongo as commonly referred to, holds a Bachelor of Laws from the University of Wales, Cardiff in the United Kingdom & a Master of Laws from Cornell Law School in New York specializing in International Law.
Hon. Shartsi also holds a Bachelors degree in Business Administration from Makerere University and a Masters in Public Administration from Havard University.
Shartsi is experienced in Corporate financing & Investment Analysis, Corporate & International Law and Public Administration Consultancy.
In 2021, she was elected as the Mawogola North Law maker to replace her father Hon. Sam Kuteesa. In the 11th Parliament, Shartsi served as Vice Chairperson of the Committee of Parliament on East African Affairs. She also served as a Member of the Legal & Parliamentary Affairs Committee of Parliament.
An Accomplished Administrator, Financial Advisor, legal professional & Legislator takes charge at the Finance Ministry.
Her capability to transition from the High end Schools in the United Kingdom and the USA to a Humble village woman that supports village Women SACCOs, speaks their language and understands their problems is something that Professors at Harvard University need to interest themselves in.
