@DavidNdii , you are wrong. An SEZ licence is not all this project needs, and it does not excuse hiding the agreement.
The government says it signed an agreement with Dangote on 29 September covering land, environmental safeguards and related assurances. That is a public contract.

An SEZ licence only covers zone incentives. It does not replace:
–An EIA licence under the Environmental Management and Coordination Act
–Construction and operating approvals from EPRA
–A lawful land title or lease, with compensation and public participation
