Bahujan Ideology and BC Ideology: Different Perspectives, a Common Goal

Bahujan ideology and BC ideology are not exactly the same. Their focus, scope and approaches may differ, but they share a strong common foundation: social justice, equality, self-respect, representation, protection of rights and safeguarding the Indian Constitution.
Bahujan ideology broadly seeks the unity and empowerment of various socially and historically disadvantaged sections of society. It emphasizes collective strength, social dignity, equal participation in power and the fair distribution of opportunities and resources.
BC ideology, on the other hand, focuses specifically on the social, educational, economic and political rights of Backward Classes. It emphasizes adequate representation, reservations, educational opportunities, economic development, political participation and social dignity for BC communities.
Although their immediate priorities may differ, these two ideologies have an inseparable relationship. BC communities form a significant part of the broader Bahujan social landscape. Therefore, strengthening BC rights can strengthen the broader Bahujan movement, while a united Bahujan movement can provide greater collective strength to the struggle for BC rights.
The Indian Constitution is the common foundation connecting both perspectives. Constitutional values such as social justice, equality, liberty, fraternity and equal opportunity provide the democratic framework for both BC rights and broader Bahujan empowerment.
Therefore, these ideologies should not necessarily be viewed as competing with each other. They can complement one another while retaining their own identity and specific priorities.

Social Justice • Equality • Self-Respect • Representation • Rights • Constitutional Protection

“The ideologies may be different, the approaches may be different, but the ultimate destination is the same—social justice, equality, dignity and constitutional rights.”
Bahujan unity needs the strength of BC rights, and the struggle for BC rights gains greater strength through broader social-justice solidarity.

ముదిరాజులకు ఇచ్చిన హామీలను తుంగలో తొక్కిన కాంగ్రెస్ ప్రభుత్వంపై ధర్మయుద్ధం

హైదరాబాద్: ముదిరాజ్ సమాజానికి ఇచ్చిన హామీలను వెంటనే అమలు చేయాలని, ముదిరాజ్‌లకు సామాజిక న్యాయం, రాజకీయ ప���రాతినిధ్యం, ఆర్థిక అభివృద్ధి కల్పించాలని డిమాండ్ చేస్తూ ముదిరాజ్ చైతన్య వేదిక – తెలంగాణ ఆధ్వర్యంలో “ముదిరాజ్ హక్కుల కోసం చలో అసెంబ్లీ – ముట్టడి” కార్యక్రమాన్ని నిర్వహించనున్నట్లు Dr. Y. ఈ సందర్భంగా ప్రభుత్వం ముందుకు కింది ప్రధాన డిమాండ్లను ఉంచుతున్నామని తెలిపారు:

మా ప్రధాన డిమాండ్లు

1. BC-Aలోకి వెంటనే మార్చాలి.
ముదిరాజ్‌లను BC-A కేటగిరీలోకి వెంటనే చేర్చి, రిజర్వేషన్ హక్కులను అమలు చేయాలి.

2. ముదిరాజ్ కార్పొరేషన్‌కు ₹1,000 కోట్లు కేటాయించాలి.
ముదిరాజ్‌ల ఆర్థిక, సామాజిక అభివృద్ధి కోసం ప్రత్యేకంగా నిధులు కేటాయించి, కార్పొరేషన్‌ను బలోపేతం చేయాలి.

3. చేప పిల్లల పంపిణీలో అవినీతిని అరికట్టాలి.
చేప పిల్లల పంపిణీలో జరుగుతున్న అక్రమాలు, అవినీతికి అడ్డుకట్ట వేసి అర్హులైన ముదిరాజ్ మత్స్యకారులకు న్యాయం చేయాలి.

4. రాజకీయ ప్రాతినిధ్యం కల్పించాలి.
పార్టీ మరియు నామినేటెడ్ పదవుల్లో ముదిరాజ్ సమాజానికి తగిన ప్రాతినిధ్యం కల్పించాలి.

Is Removing BC Leader Konda Surekha from the Cabinet Social Justice?

Hyderabad: Congress leader @RahulGandhi speaks about social justice and says, “The greater the population, the greater the share,” while holding the Constitution and promising equal political representation. The @INCIndia leadership also claims that it is working for the political empowerment of the BC communities, who constitute a major share of India’s population. But the question is, where is that social justice in practice?

The All India OBC Association strongly condemns the decision to remove BC leader and Telangana Minister @iamkondasurekha from her ministerial position. The Association questions how a BC woman leader could be removed from the Cabinet without any corruption allegations or information against her, merely on the basis of statements made by her daughter, for which she has no direct connection.

@RahulGandhi and @priyankagandhi Gandhi frequently speak about women’s empowerment, social justice and equality. But when a BC woman rises politically, is this the way the @INCOBCDept Party treats her? Is social justice merely a slogan for the @INCIndia @kharge ?

From Independence onwards, the Congress has repeatedly spoken about social justice, equality, women’s empowerment and the rights of backward communities. However, the gap between these promises and political actions continues to raise serious questions.

The @INCIndia @kcvenugopalmp leadership must answer: Is this the social justice that @RahulGandhi and the Congress Party promise to the people of India? Why is a politically emerging BC woman being targeted in this manner?
The All India OBC Association will continue its fight for the dignity, rights, representation and political empowerment of BC communities.
The BC community will give a democratic answer to such decisions in the coming elections. The All India OBC Association will soon announce its further course of action against the Congress Government.

B.P. Mandal’s Vision Remains a Guiding Force for OBC Empowerment – AIOBCA Calls for a United Struggle for Social Justice

All India OBC Association (AIOBCA) paid a heartfelt tribute to Shri B.P. Mandal on his birth anniversary, recalling his historic contribution to the cause of social justice, equality and the empowerment of Other Backward Classes (OBCs).
Shri B.P. Mandal played a historic role in bringing the issues of socially and educationally backward communities to the forefront of national discourse. Through the Mandal Commission, he contributed to a systematic examination of the social, educational and economic conditions of OBC communities and laid an important foundation for their advancement.
The recommendations of the Mandal Commission marked a significant turning point in India’s journey towards social justice, equal opportunity and adequate representation. They strengthened the demand for greater opportunities for OBCs in education and employment and brought the question of representation to the centre of public debate.
However, AIOBCA emphasized that the vision of B.P. Mandal cannot be limited to commemorative events alone. Even today, many OBC students and young people continue to face challenges in education, employment and adequate representation. There is therefore an urgent need to strengthen efforts towards genuine social justice and equal opportunities.
Remembering B.P. Mandal must mean carrying forward his ideals through collective action. AIOBCA called upon OBC students, youth and communities to unite for the protection of constitutional rights, equal opportunities, social justice and fair representation.
The path shown by B.P. Mandal continues to inspire generations. Advancing his vision, strengthening opportunities for OBC students and youth, and working towards equality and social justice will be the true tribute to his enduring legacy.

హైదరాబాద్: అసె���బ్లీ ఎదురుగా ఈ రోజు ఉదయం 11 గంటలకు ఆల్ ఇండియా OBC అసోసియేషన్ ఆధ్వర్యంలో, డాక్టర్ వై. శివ ముదిరాజ్ అధ్యక్షతన నిర్వహించిన ప్రెస్‌మీట్‌లో మంత్రి కొండా సురేఖ గారిపై జరుగుతున్న రాజకీయ పరిణామాలపై ఆందోళన వ్యక్తం చేశారు.
డాక్టర్ వై. శివ ముదిరాజ్ మాట్లాడుతూ, కొండా సుస్మిత గారి వ్యాఖ్యలను ఆధారంగా చేసుకుని కొండా సురేఖ గారిని రాజకీయంగా టార్గెట్ చేయడం సరికాదని అన్నారు. ఉమ్మడి వరంగల్ జిల్లాలో బలమైన BC మహిళా నాయకురాలిగా ఎదిగిన సురేఖ గారిని రాజకీయంగా బలహీనపరిచే ప్రయత్నాలు జరుగుతున్నాయనే అ��ుమానాలు ఉన్నాయని, దీనిపై కాంగ్రెస్ అధిష్ఠానం నిష్పక్షపాతంగా వ్యవహరించాలని కోరారు.
“కాంగ్రెస్‌లో కొందరికి ఒక న్యాయం, BCలు–బహుజనులకు మరో న్యాయం ఎందుకు? క్రమశిక్షణ అందరికీ ఒకేలా ఉండాలి. BC నాయకులు ప్రశ్నిస్తే చర్యలు, ఇతరులు ప్రశ్నిస్తే మౌనం ఎందుకు?” అని ప్రశ్నించారు.
కాంగ్రెస్ అధికారంలోకి రావడానికి BCల ఓట్లు, సామాజిక న్యాయం అనే అంశాలను ఉపయోగించుకుని, అధికారంలోకి వచ్చిన తర్వాత BCలకు తగిన ప్రాతినిధ్యం ఇవ్వకపోవడం అన్యాయమన్నారు. కీలక నిర్ణయాధికార శాఖలు, పార్టీ పదవులు, నామినేటెడ్ పదవుల్లో BCలకు జనాభా ప్రాతిపదికన వాటా కల్పించాలని డిమాండ్ చేశారు.

మత్స్యకారుల హక్కుల సాధన కోసం జూలై 18న మత్స్య శాఖ ముట్టడి
హైదరాబాద్, జూలై 7: తెలంగాణ రాష్ట్రంలోని మత్స్యకార���లు ఎదుర్కొంటున్న సమస్యల పరిష్కారం, ప్రమాద బీమా పరిహారం చెల్లింపు, బీమా విధానంలో మార్పులు తీసుకురావాలనే డిమాండ్లతో ముదిరాజ్ చైతన్య వేదిక – తెలంగాణ ఆధ్వర్యంలో 2026 జూలై 18 (శనివారం) ఉదయం 11 గంటలకు హైదరాబాద్‌లోని మత్స్య భవన్, 4వ అంతస్తు, శాంత��� నగర్, రోడ్ నెం.4, మసాబ్ ట్యాంక్ వద్ద “హలో ముదిరాజ్ – ఛలో మత్స్య శాఖ ముట్టడి” కార్యక్రమాన్ని నిర్వహిస్తున్నట్లు నిర్వాహకులు తెలిపారు.
వారు మాట్లాడుతూ, 2019 నుండి 2025 వరకు తెలంగాణ ప్రభుత్వ లెక్కల ప్రకారం 1,475 మంది మత్స్యకారులు ప్రమాదాల్లో మరణించగా, అందులో కేవలం 804 మంది కుటుంబాలకు మాత్రమే ప్రమాద బీమా పరిహారం అందిందని, మిగిలిన 671 కుటుంబాలు ఇప్పటికీ న్యాయమైన పరిహారం కోసం ఎదురుచూస్తున్నాయన�� ఆవేదన వ్యక్తం చేశారు. ప్రభుత్వం వెంటనే మిగిలిన కుటుంబాలకు పరిహారం చెల్లించాలని డిమాండ్ చేశారు.
అలాగే ప్రస్తుతం అమల్లో ఉన్న గ్రూప్ ప్రమాద బీమా విధానాన్ని రైతు బీమా తరహాలో వ్యక్తిగత ప్రమాద బీమాగా మార్చాలని, ప్రతి అర్హ మత్స్యకారుడికి బీమా రక్షణ కల్పించాలని కోరారు.
ప్రస్తుతం ప్రతి సంవత్సరం బీమా పునరుద్ధరణలో ఏర్పడుతున్న ఇబ్బందులను దృష్టిలో ఉంచుకొని, ప్రమాద బీమా పథకాన్ని ఆటోమే���ిక్ రిన్యువల్ విధానంలో అమలు చేయాలని ప్రభుత్వాన్ని డిమాండ్ చేశారు.
ఈ సమస్యలు పరిష్కారం అయ్యే వరకు ఉద్యమాన్ని మరింత ఉధృతం చేస్తామని హెచ్చరించిన నిర్వాహకులు, తెలంగాణ రాష్ట్రంలోని మత్స్యకారులు, ముదిరాజ్ సంఘాల నాయకులు, యువత, మహిళలు, ప్రజాసంఘాలు పెద్ద ఎత్తున ఈ ముట్టడి కార్యక్రమంలో పాల్గొని విజయవంతం చేయాలని పిలుపునిచ్చారు.

ప్రధాన డిమాండ్లు

* 2019–2025 మధ్య మరణించిన మత్స్యకారులలో ఇంకా పరిహారం అందని 671 కుటుంబాలకు వెంటనే ప్రమాద బీమా పరిహారం చెల్లించాలి.
* మత్స్యకారుల ప్రమాద బీమాను గ్రూప్ బీమా కాకుండా రైతు బీమా తరహ��లో వ్యక్తిగత బీమాగా మార్చాలి.
* ప్రమాద బీమా పథకాన్ని ఆటోమేటిక్ రిన్యువల్ విధానంలో అమలు చేయాలి.

Mudiraj Chaitanya Vedika to Lay Siege to Fisheries Department Over Alleged Misuse of Fishermen Welfare Funds

Hyderabad, July 8, 2026:

Mudiraj Chaitanya Vedika – Telangana has announced a protest, “Hello Mudiraj – Chalo Fisheries Department Muttadi,” demanding accountability and transparency in the utilization of funds allocated for the welfare and development of traditional fishermen.
The organization alleged that despite the allocation of huge public funds over the past decade, the socio-economic condition of traditional fishermen in Telangana has seen little improvement.
According to the organization:
The Central Government allocated ₹223 crore between 2014 and 2025 for the welfare and development of fishermen.
Around ₹1,000 crore was reportedly sanctioned under the Integrated Fisheries Development (IFD) Scheme during 2017–18.
The Telangana Government reportedly spent nearly ₹700 crore between 2016 and 2026 for fish seed distribution across the State.

The organization questioned the utilization of these funds and asked:

Where did these hundreds of crores go?
How much of these funds actually reached the fishermen?
Who is responsible for the alleged misuse of public money?
Mudiraj Chaitanya Vedika demanded an independent inquiry into the implementation of fisheries welfare schemes, fish seed distribution, tender processes, and the role of contractors and officials. The organization alleged that corruption and irregularities have deprived traditional fishermen of the benefits intended for them.
As a mark of protest against the alleged corruption and misuse of government funds, the organization has called upon fishermen, Mudiraj community members, youth, women, and social organizations across Telangana to participate in a peaceful siege (Muttadi) of the Fisheries Department.

The Mudiraj community, the largest BC community in Telangana with a population of over 26 lakh, continues to live in severe backwardness. According to the SEEEPC Caste Survey 2024 conducted by the Telangana Government, Mudirajs stand at 94th position in the Composite Backwardness Index (CBI), despite being the largest BC community in the state.
The survey exposes alarming realities, 90% school dropout rate, 70–80% child marriages among girls, only 1–2% representation in government jobs, and nearly 35% of families lacking electricity and toilets. These figures clearly reveal the deep social, educational, economic, and political inequalities faced by the community.
A community that stands 1st in population should not remain last in development. We request immediate action for BC-A classification, proper political representation, quality education, employment opportunities, basic infrastructure, and allocation of special funds for the Mudiraj Development Corporation.
The SEEEPC Survey findings must become the basis for policy reforms and social justice in Telangana. We hope the Congress leadership and OBC Department will stand with the Mudiraj community and ensure justice, dignity, and equal opportunities.

ముదిరాజులు ఇంత పేదరికంలో బ్రతుకుతున్నారా?

భారతదేశ స్వాతంత్ర్యం తర్వాత సాంఘిక మరియు విద్యా వెనుకబాటుతనాన్ని అంచనా వేయడానికి మొదటిసారిగా 1953లో కాలేకర్ కమిషన్, తర్వాత 1980లో మండల్ కమిషన్ నిర్వహించబడ్డాయి. కానీ ఈ సర్వేలు సమగ్రమైనవి కావు, కేవలం కొన్ని పరిమాణాత్మక అంశాలకే పరిమితమయ్యాయి. 2024లో తెలంగాణ రాష్ట్ర ప్రభుత్వం నిర్వహించిన SEEEPC సర్వే ఈ రంగంలో ఒక చారిత్రాత్మక మైలురాయి.
ఈ సర్వే 75 రంగాలలో, 42 పారామీటర్ల ఆధారంగా, ప్రాంతం, విద్య, వృత్తి, ఆస్తులు, జీవన ప్రమాణాలు, రాజకీయ ప్రాతినిధ్యం, మౌలిక సదుపాయాలు వంటి అంశాలను విస్తృతంగా అధ్యయనం చేసింది. ఈ సర్వే ఆధారంగా రూపొందించిన Composite Backwardness Index (CBI) ప్రతి కులానికి అది ఎంత వెనుకబడి ఉందో కొలిచే సమగ్ర సూచిక. (అయితే ఇందులో కొన్ని లోపాలు, బలమైన అభ్యంతరాలున్నాయి. )
ఈ నేపథ్యంలో ముదిరాజ్ సమాజ స్థితి గురించి SEEEPC సర్వే వెల్లడించిన గణాంకాలు అత్యంత ఆందోళనకరంగా, రాజ్యాంగ స్ఫూర్తికి విరుద్ధంగా ఉన్నాయి. ఈ వ్యాసం, ఆ అంశాలను లోతుగా పరిశీలిస్తుంది.
తెలంగాణలో ముదిరాజ్ సమాజం జనాభా 26 లక్షల 36 వేల 641. ���ాష్ట్రంలోని BC కులాల్లో అత్యధిక జనాభా కలిగిన సామాజిక వర్గం. అయినప్పటికీ, SEEEPC సర్వే ఆధారంగా రూపొందించిన Composite Backwardness Index (CBI) లో ముదిరాజులు 94వ స్థానంలో ఉన్నారు.
ఈ గణాంకాలు వాస్తవ పరిస్థితులకు, రాజకీయ ప్రసంగాలకు మధ్య ఘోరమైన వైరుధ్యాన్ని, అగాధాలను చూపుతున్నాయి. జనాభాలో అగ్రస్థానంలో ఉన్న సమాజం, అభివృద్ధిలో అట్టడుగున ఉంది. గత 75 ఏళ్లుగా పాలించిన ప్రభుత్వాల వైఫల్యాలకు అద్దంపట్టే వాస్తవాలు.
SEEEPC సర్వే ప్రకారం తెలంగాణలో ముదిరాజ్ సమాజంలో పాఠశాల విద్య అర్ధంతరంగా మానేసే రేటు 90 శాతం. అంటే, ప్రతి వంద మంది పిల్లలలో 90 మంది పాఠశాల విద్య పూర్తి చేయకుండానే వదిలేస్తున్నారు. ఇది భారతదేశ జాతీయ స్కూల్ డ్రాపౌట్ రేటు (14.5%) కంటే ఆరు రెట్లు అధికం. ఆర్టికల్ 21-A (86వ సవరణ, 2002) 6 నుండి 14 సంవత్సరాల వయసున్న ప్రతి పిల్లవాడికి ఉచిత మరియు నిర్బంధ విద్య అందించడం ప్రభుత్వ బాధ్యత అని స్పష్టంగా పేర్కొంటుంది. Right to Education Act, 2009 ఈ హక్కును మరింత బలోపేతం చేసింది. కానీ ముదిరాజ్ సమాజంలో 90% డ్రాపౌట్ రేటు ఈ రాజ్యాంగ హక్కు కేవలం కాగితంపై మాత్రమే ఉందని రుజువు చేస్తోంది.
పాఠశాల వదిలిన పిల్లలు అత్యధికంగా బాలకార్మికులుగా మారుతున్నారు. ముదిరాజ్ సమాజంలో ప్రతి లక్ష మందిలో 85,000 నుండి 90,000 మంది బాలకార్మికులుగా జీవిస్తున్నారు. వివిధ కంపెనీలు, కర్మాగారాలు, ఉన్నత వర్గాల ఇళ్లలో పాలేర్లుగా, రోజువారీ కూలీలుగా వెట్టి చాకిరీ చేస్తున్నారు. తెలంగాణలో అత్యధికంగా బాల్య వివాహాలు జరుగుతున్న సమాజంగా SEEEPC సర్వే ముదిరాజ్ కులాన్ని గుర్తించింది. ముదిరాజ్ సమాజంలో ప్రతి వంద అమ్మాయిలలో 70 నుండి 80 మందికి బాల్య వివాహాలు జరుగుతున్నాయి. అలాగే, గత 10 ఏళ్లలో తెలంగాణ తలసరి ఆదాయం దేశంలోని అన్ని రాష్ట్రాల కంటే రెట్టింపు స్థాయిలో పెరిగిందని, తెలంగాణలో 2025-26లో 4.18 లక్షలకు చేరుకుందని రాజకీయ పార్టీలు గర్వంగ��� చెప్పుకుంటున్నాయి. కానీ వాస్తవంగా చూస్తే , ముదిరాజ్ కులంలో ప్రతి వంద కుటుంబాలలో కనీసం 80 కుటుంబాలు సంవత్సరానికి 1 లక్ష రూపాయలు కూడా సంపాదించడం లేదు. అంటే నెలకు సగటున 8,333 రూపాయలు, హైదరాబాద్ వంటి నగరంలో ఒక పూటకు తిండి కూడా కష్టమే.
ముదిరాజ్ కుటుంబం(కులం)లో ఎవరైనా అనారోగ్యంతో బాధపడినా, ఆడబిడ్డ పెళ్లి చేయాల్సి వచ్చినా , భూమి అమ్మి అయినా వైద్యం చేయించాలి, లేదా అప్పుల పాలు అయ్యి కూతురు పెళ���లి చేయాలి. ఇది 75 సంవత్సరాల స్వాతంత్ర్యానంతరం కూడా ��ుదిరాజ్ కుటుంబాల వాస్తవ స్థితి.
SEEEPC సర్వే 2024 ఈ నిర్ఘాంతపోయే నిజాలు వెల్లడించిన తర్వాత కూడా, అధికారంలో ఉన్న కాంగ్రెస్ ప్రభుత్వం (తెలంగాణ) గానీ, ప్రతిపక్షాలు BRS, BJP, DSP, TRS, TRP, BSP, TDP, జనసేన లాంటి పార్టీలు ముదిరాజ్ సమాజ అభివృద్ధికి సమగ్ర కార్యాచరణ ప్రణాళిక ప్రకటించలేదు. ఇది కేవలం రాజకీయ నిర్లక్ష్యం మాత్రమే కాదు, ఇది రాజ్యాంగ బాధ్యతను విస్మరించడం.

ముదిరాజుల రాజకీయ వాటా ఎక్కడ?

భారతదేశానికి స్వతంత్రం వచ్చి 75 ఏళ్లు అవుతోంది.
కానీ తెలంగాణలో అత్యధిక జనాభా కలిగిన ముదిరాజ్ సమాజానికి రాజ్యాంగబద్ధంగా రావాల్సిన రాజకీయ ప్రాతినిధ్యం ఇప్పటికీ దక్కలేదు.
లోక్‌సభ వాస్తవాలు (1952–2024):
1952 నుండి 2024 వరకు 18 పార్లమెంట్ ఎన్నికలు జరిగాయి.
జనాభా నిష్పత్తి ప్రకారం ముదిరాజ్ కులానికి 84 లోక్‌సభ సీట్లు రావాలి.
కానీ వాస్తవంగా ఇప్పటి వరకు కేవలం 2 మంది ఎంపీలు మాత్రమే ఎన్నికయ్యారు.
���సెంబ్లీ వాస్తవాలు (ఉమ్మడి ఏపీ + తెలంగాణ):
ఇప్పటి వరకు 16 అసెంబ్లీ ఎన్నికలు జరిగాయి.
మొత్తం 1,743 మంది MLAలు ఎన్నికయ్యారు.
జనాభా ఆధారంగా ముదిరాజులకు రావాల్సిన MLA స్థానాలు 286.
కానీ వాస్తవంగా ఎన్నికైన వారు కేవలం 29 మంది మాత్రమే.
ఎక్కడుంది ప్రజాస్వామ్యం? ఎవరు దీనికి బాధ్యత వహించాలి?

తెలంగాణలో, ఉమ్మడి ఆంధ్ర ప్రదేశ్లో అత్యధిక జనాభా కలిగిన ముదిరాజ్ సామాజిక వర్గం నుండి ఇప్పటి వరకు ఒక్కరు కూడా బిసి కార్పొరేషన్ కు చైర్మన్ లు గాని, సభ్యులు కాని కాకపోవడం అత్యంత దురదృష్టకరం. మనం ఒక్క సారి చరిత్రలోకి వెళ్ళినట్లయితే, 1950 జనవరి 26 వ తేదీన భారత రాజ్యాంగం ఈ దేశంలో అమల్లోకి రావడం జరిగింది. అయిత��, దేశంలో అత్యధిక జనాభా కలిగిన బిసిల సాంఘిక, సామాజిక, సంక్షేమ, అభివృద్ధి వంటి అంశాలను అధ్యయనం చేసేందుకు భారత రాజ్యాంగంలోని ఆర్��ికల్ 340 ప్రకారం ఒక కమిషన్ నియమించుకునే వెసులుబాటును రాజ్యాంగం కల్పించింది. ఇందులో భాగంగానే భారతదేశంలో మొట్టమొదటి బిసి కమిషన్ కాక కాలేల్కర్ కమిషన్ 1953-55 ఏర్పాటు , ఆ తర్వాత 1979-80 మధ్య కాలంలో మండల్ కమిషన్ వంటివి బీసీల కోసం జాతీయ స్థాయిలో ఏర్పాటు చేయబడ్డాయి.
ఇక రాష్ట్ర స్థాయిలో చూసినట్లయితే , ఉమ్మడి ఆంధ్రప్రదేశ్లో 1968 సంవత్సరంలో మొట్టమొదటి బీసీ కమిషన్ ప్రసాద్ మనోహర్ కమిషన్ బీసీల వర్గీక��ణ ( బీసీ-ఏ, బి, సి, డి) ను చేసింది. ఆ తరవాత 1970 సంవత్సరంలో అనంత రామన్ కమిషన్, ప్రసాద్ మనోహర్ కమిషన్ చేసిన బీసీ వర్గీకరణను ఆమోదించి, బీసీలకు 25 శాతం రిజర్వేషన్లు కల్పించారు. ఆ తర్వాత 1982 సంవత్సరంలో మురళీధర్ రావు కమిషన్ ఏర్పాటు చేసి, అనంతరామన్ కమిటీ నివేదికలోని 25 శాతం రిజర్వేషన్లను, 44 శాతం పెంచడం జరిగింది. అయితే, బిసి వర్గాలకు రిజర్వేషన్లు పెంచడం గిట్టని అగ్రకుల మేధావి వర్గం పెద్ద ఎత్తున రిజర��వేషన్ వ్యతిర���క ఉద్యమాలను తెరపైకి తెచ్చారు. ఫలితంగా న్యాయ స్థానాలను సంప్రదించడం వల్ల ఈ 44 శాతం రిజర్వేషన్లను కొట్టి వేయడం జరిగింది. అయితే , 1992 సంవత్సరంలో ఇంద్ర సహాని వర్సస్ యూనియన్ ఆఫ్ ఇండియా కేసులో సుప్రీంకోర్టు బీసీలకు 27 శాతం రిజర్వేషన్లు విద్యలో కల్పించాలని తీర్పు ఇవ్వడం జరిగింది. ఫలితంగా 1993 సంవత్సరంలో ఆంధ్రప్రదేశ్ బ్యాక్ వర్డ్ క్లాసెస్ కమిషన్ ను శాశ్వత కమిషన్ గా ఏర్పాటు చెయ్యడం జరిగింది. ��ందులో ఒక చైర్మన్ , ముగ్గురు సభ్యులు, ఒక ప్రభుత్వ కార్యదర్శి ఉంటారు. 1993 నుండి 2014 ప్రత్యేక తెలంగాణ రాష్ట్ర ఏర్పాటు వరకు ఈ బిసి కమిషన్ పని చేసింది. ఆ తర్వాత 2014 సంవత్సరంలో ప్రత్యేక తెలంగాణ ఏర్పాటు తర్వాత 2016 సంవత్సరంలో తెలంగాణ బ్యాక్ వర్డ్ క్లాసెస్ కమిషన్ ఏర్పాటు చేశారు. ఇది 1993లో రూపొందిన Backward Classes Commission Act ఆధారంగా పని చేస్తుంది. B. S Ramulu 2016లో తెలంగాణ తొలి BC కమిషన్ చైర్మన్‌గా నియమితులయ్యారు. ఆ తర్వాత ��ా. వకుళాభరణం కృష్ణ మోహన్ రావుగారు BC కమిషన్ చైర్మన్‌గా 2021–2024 మధ్య పనిచేశారు. ఈయన తర్వాత జి. నిరంజన్ గారు 2024 సెప్టెంబర్‌లో BC కమిషన్ చైర్మన్‌గా బాధ్యతలు స్వీకరించడం జరిగింది. బీసీ వర్గాల సామాజిక, విద్యా మరియు ఆర్థిక పరిస్థితులను పరిశీలించడం. కొత్త కులాలను BC జాబితాలో చేర్చాలా ? లేదా ? అనే అంశాన్ని పరిశీలించడం. ఉద్యోగాలు, స్థానిక సంస్థల్లో BC రిజర్వేషన్ల శాతంపై ప్రభుత్వం కి సూచనలు ఇవ్వడం. బీసీ వర్గాలకు అన్యాయం జరిగితే వారి నుంచి ఫిర్యాదులు స్వీక��ించడం. వివిధ కుల సంఘాలు ఇచ్చే వినతులపై Public Hearings నిర్వహించడం, ప్రజల అభిప్రాయాలు, డేటా సేకరించడం వంటివి బీసీ కమిషన్లు ఉన్న అధికారాలు మరియు పరిమితులు. అయితే తెలంగాణలో అటు ఉమ్మడి ఆంధ్ర ప్రదేశ్ పాలనలో అత్యధిక జనాభా కలిగిన ముదిరాజ్ కులం నుండి ఇప్పటి వరకు బీసీ కమిషన్ చైర్మన్ గా కానీ, కనీసం బీసీ కమిషన్ సభ్యులుగా కూడా ఎన్నిక కాకపోవడం దేనికి సంకేతం? బీసీల జనాభాలో ముదిరాజులు 45 లక్షలున్నట్లు ��మగ్ర కుటుంబ సర్వే నివేదిక చెపుతోంది. కానీ ముదిరాజులకు మాత్రం సామాజిక బాధ్యతగా రావాల్సిన బీసీ కమిషన్ చైర్మన్ లలో మాత్రం ప్రాతినిధ్యం “సున్న “. బీసీల కోసం ఏర్పాటు చేసే, బీసీ కమిషన్ లో ముదిరాజులకు హక్కు లేకపోవడం ఇదేమి ప్రజాస్వామ్యం? (అయితే 2008-09 మధ్యకాలంలో నెల్లీ లక్ష్మీ నారాయణ గారు బిసి కమిషన్ సభ్యులుగా ఉన్నట్లు చెప్తారు, కానీ బిసి కమిషన్ దగ్గర స్పష్టమైన సమాచారం లేదు) తెలంగాణ ఉద్యమంలో, ఉమ్మడి ఆంధ్ర రాష్ట్ర ఏర్పాటులో కీలక భూమిక పోషించిన ముదిరాజులకు అన్ని రంగాలలో అన్యాయం. ఇంతలా అన్యాయం జరుగుతుంటే రాజకీయ పార్టీలు కానీ, బిసి, బహుజన, కుల సంఘాలు నోరు మ��దపడం లేదు? ఎన్నికలు రాగానే ముదిరాజుల ఓట్లను రాజకీయ పార్టీలకు అమ్ముకునే దళారీ ముదిరాజ్ సంఘాల నాయకులు ఎందుకు మాట్లాడారు? ఇంతటి దారుణమైన రాజకీయ అన్యాయాలపై పోరాటం చేయడానికి కొత్త తరం నాయకత్వం ముందుకు రావాల్సిన సమయం ఆసన్నమైంది.
