If it's an individual with a wallet, then wallet providers might have the data.
To my knowledge, there's no way of getting the number of users by looking only at on-chain data.

Nodes can be used to read the blocks data, and send transactions without participating in consensus.
A single node can also host multiple validators (participating accounts).
Those are two different metrics.

That gives us a 3.78s avg block time for the block #25836244

Today we deployed "holder labels", starting with Vestige Vaults. Our new system allows us to track all of their vaults (including burn vaults) completely from on-chain data.
