So your argument is basically: if Hamas had built more shelters, Israel wouldn't have dropped the bombs? That's not how international law works.
The party dropping the bombs is responsible for complying with the principles of distinction and proportionality. Blaming Hamas does not erase Israel's legal obligations.
Also, this didn't begin on October 7. Before that date, Gaza and the West Bank were already recognized by the UN as occupied Palestinian territories. Under international law, people living under occupation have a right to resist military occupation-but that does not justify intentionally targeting civilians, just as Israel's security concerns do not justify indiscriminate or disproportionate attacks on civilians.
More than 20,000 children have reportedly been killed, and vast areas of Gaza have been destroyed. If you condemn the killing of civilians on October 7, then apply the same standard to Palestinian civilians instead of excusing one side and condemning the other

The UN Genocide Convention defines genocide as acts committed with intent to destroy, in whole or in part, a national, ethnic, racial, or religious group, including:

Killing members of the group.
Causing serious bodily or mental harm.
Deliberately inflicting conditions of life calculated to bring about the group’s physical destruction.
Preventing births.
Forcibly transferring children.

Now explain how tens of thousands of dead children and the destruction of most of Gaza’s built environment aren’t at least evidence that deserves investigation

You’re ignoring documented evidence. Israeli forces have been credibly accused of killing civilians, including thousands of children, destroying hospitals, schools, and residential areas, and committing acts that multiple international organizations including raping prisoners are investigating as possible war crimes. Terrorism isn’t defined by who you support , it’s the deliberate use of violence against civilians. The definition doesn’t change based on political preference. If you’re going to condemn violence against civilians on October 7, then apply the same standard to what has happened in Gaza
