The medical examiner ruled it a homicide — compression of the neck and chest.

There were witnesses. There was a crowd. There was a community that had been complaining about that particular unit for months.

A grand jury declined to indict anyone.

Five years later, on the same island, the same conversations were happening again.

His nickname in the neighbourhood was Kase. He was 22 years old, and the ruling was homicide, and nothing happened.
