Today I had the honour of hosting a delegation from Japan led by the Director General and Assistant Minister for Foreign Affairs, in charge of African Affairs, Ms. Takahashi Misako, to discuss areas of Uganda–Japan cooperation.
Our conversation focused on the Official Development Assistance (ODA) through the Embassy of Japan in Kampala and the Japan International Cooperation Agency (JICA), a partnership that continues to deliver tangible results in health, infrastructure, and energy. We explored new frontiers of collaboration in microfinance regulation, with a particular focus on digitization and technology as tools to deepen financial inclusion for Ugandans.
It was also a moment of reflection as we reminisced about the efforts of Hon. Sam Kutesa, while he served as Uganda's Minister of Foreign Affairs, and the deliberate work he put into strengthening ties between our two nations, now shaped by extended cooperation and shared prosperity.

Today, Me together with my Political Assistant, visited Hebei Province in China, where we engaged with investors and manufacturers of small-scale business machines and equipment. The delegation explored practical and affordable machinery, including peanut butter processing machines, nail-making machines, grain milling machines, food-processing machines, packaging equipment and other small-business machinery. The initiative is aimed at identifying technologies that can be introduced in Lwemiyaga to support farmers, youth, women and small-scale entrepreneurs. Such machines can promote value addition, job creation, entrepreneurship and increased household incomes. The engagement with Chinese investors marks an important step towards connecting the people of Lwemiyaga to affordable technology, investment opportunities and practical small-business
Following the successful signing of the Strategic Objective Agreement (SOAG) on the health co-financing arrangement between Uganda and the United States of America, I am pleased to represent Uganda at the Finance Ministers' Dialogue on Health Co-Investment in Nairobi.
This recently signed agreement operationalizes the MoU signed by both countries on 10 December 2025, where the US committed to provide health sector support of $1.7 billion, complementing Uganda's contribution of over $500 million over the next five years.

THE DOUBLE TRAGEDY OF OMUKAMA OYO'S DEATH:
I have kept away from X(Twitter) until Rukidi 1V was back omu Bukama'bwe(his Kingdom). He is now at HUMURA, KYEGEGWA-TOORO.
Death, especially for such a young person/Monarch, is a great tragedy. But dying alone, away from his People, whom he has reigned over for 31 years compounds this TRAGEDY to unimaginable proportions!
That the young Monarch(Omukama), had to seek treatment in a FOREIGN LAND where he passed on must INTERROGATE OUR COLLECTIVE CONSCIOUSNESS about where we want to be/go as a PEOPLE/COUNTRY.
In African traditional beliefs, it was an abomination for a King to die on FOREIGN SOIL. Our people believed that when a King died in foreign land, his ANCESTORAL POWER would be entrapped in that FOREIGN SOIL. And that henceforth, the Kingdom would lack 'COSMIC BALANCE'. Therefore, we need to pray for TOORO KINGDOM!
The Omukama Oyo's father was my friend. I remember when I went to see him and his newly-wed bride; Best Kemigisa and spent two days with them at their residence in Dar Salaam-1989, where OMUKAMA PATRICK DAVID KABOYO OLIMI 111 was our MINISTER-COUNSLOR at the time. Extremely, extremely sad!
My wife and I, extend our heartfelt condolences to the People of Tooro, the Omukama's family, and all Ugandans.

This week, we have held successful inception and familiarization meetings with the Microfinance Regulatory Department at @mofpedU and the Registrar of Cooperatives from @mtic_uganda to harmonize the regulation, compliance, and governance of some of these microfinance institutions.
These aspects are all central to strengthening our flagship PDM SACCOs, Emyooga, and to delivering on the development agenda.
Microfinance touches the everyday lives of ordinary Ugandans: farmers, traders, and savings groups across the country, and therefore getting this institutional framework right from the outset is critical to ensuring these programs work for them.
The growth of the Tier IV microfinance sector presents both an opportunity & a responsibility.
We must strengthen supervision,improve SACCO governance,protect borrowers from exploitative lending practices & close gaps in the regulation of digital lending platforms.
