“Customers will not pay. Merchants will.”
Madam Finance Minister, merchants don’t run charities.
If you force a merchant to pay 12 extra on a 3,000 UPI transaction, he’ll recover that 12 from somewhere.
He’ll increase the product price, reduce discounts or add it to the bill.
The cost doesn’t disappear because the Finance Ministry says “merchant will pay.”
This is basic economics.
How can the people writing financial policy not understand something every small shopkeeper already knows?
दारावरची टकटक !
केंद्र सरकारने युपीआय व्यवहारांवर 'मर्चंट डिस्काउंट रेट' अर्थात सोप्या भाषेत युपीआय व्यवहारांवर अगदी सरसकट नाही पण शुल्क लावून भारतीयांवर मग ते व्यापारी असोत की ग्राहक यांच्यावर, 'डिजिटल सापळा' लावला आहे. आधी नोटबंदी करून मग आता आम्ही कसं डिजिटल व्यवहाराला चालना देतोय हे दाखवत युपीआय व्यवस्था आणली. मग त्याचा गाजवजा केला, स्वतःची स्तुती करून घेतली, लोकांना सवय लावली आणि अचानक एकेदिवशी घोषित करून टाकलं की आता या व्यवहारांवर शुल्क लागेल. थोडक्यात नागरिकांना गुंगवत ठेवलं आणि हळूच 'डिजिटल सापळ्यात' पकडलं. मी गेली अनेक वर्ष सांगतोय की गाफील राहू नका किंवा सगळं किती आलबेल आहे आणि किती छान सुरु आहे असं अजिबात मानू नका. तुमच्या दारांवर हे सरकार कधीतरी टकटक करणार. आणि त्याची सुरुवात झाली आहे.
सरकारने डिजिटल व्यवहारांसाठी युपीआय व्यवस्था आणली. तिला प्रतिसाद मिळेल असं बघितलं आणि तिला प्रतिसाद मिळाला हे सगळं ठीक आहे. पण जर हेतू डिजिटल पेमेंट व्यवस्था आणून आर्थिक देवाणघेवाण सोपी करणं इतका स्वच्छ होता, तर ज्या दिवशी या पेमेंटच्या इन्फ्रास्ट्रक्चरमध्ये गुंतवणूक केली तेंव्हाच ती चालत राहावी आणि सामान्य माणसांच्या खिशाला झटका बसू नये म्हणून तरतूद का नाही केली ? अशा पेमेंट व्यवस्थांसाठी दीर्घकालीन देखभाल असो की सायबर सुरक्षा असो यासाठी पैसा लागणार मग त्याची तरतूद अर्थसंकल्पात कायम स्वरूपी का नाही केली ?
ग्राहकांनी २००० रुपयांपेक्षा जास्तीची खरेदी केली ०.४% एमडीआर लागू होणार ? आणि सरकारचं म्हणणं आहे की हा भार व्यापाऱ्यांनी सोसायचा, काय खात्री आहे की व्यापारी हा भार सोसतील आणि ग्राहकांच्या माथी तो मारणार नाहीत ? यासाठी काही यंत्रणा सरकारकडे आहे का ? उत्तर आहे अजिबात 'नाही'.
पुन्हा सध्याच्या अर्थमंत्री बाईंना श्वासोच्छवासावर शक्य नाही म्हणून अन्यथा त्यावर पण त्यांना १८% जीएसटी लावायचा आहे. त्यामुळे त्यांनी या एमडीआरवर पण जीएसटी लावला आहे. थोडक्यात जमेल तिथून नागरिकांच्या खिशात हात घालत आहेत. पंतप्रधान मोदी परदेशांत जाऊन युपीआयची जाहिरातबाजी करायचे आणि स्वतःची पाठ थोपटवून घ्यायचे, ते आता परत जेंव्हा परदेशांत जातील तेंव्हा मी कसा एमडीआर आणि जीएसटी लावला हे पण हसून हसून सांगणार का ?
काँग्रेस पक्षाने आरोप केला आहे की हे सगळं अमेरिकन सरकारच्या दबावाखाली केलं आहे म्हणून. मला त्याबद्दल माहित नाही. पण हा निर्णय घेताना केंद्र सरकारने कोणाशी सल्लामसलत केली, किंवा परदेशी कार्ड कंपन्या आणि जागतिक पेमेंट व्यवस्था यांची अस्वस्थता नव्हती असं सरकार ठाम सांगू शकेल ? उत्तर नाही असं आहे. सरकारवर कुठून तरी दबाव असेल, त्यांनी त्याचा फायदा स्वतःची तिजोरी भरून काढायला वापरला.
प्रश्न चार पैसे किंवा चाळीस रुपयांचा नाही. प्रश्न सरकारच्या हेतूचा आहे. नोटबंदी असेल किंवा डिजिटल पेमेंट व्यवहार असतील यात सरकारचे हेतू कधीच स्वच्छ दिसले नाहीत. UPI चालवण्याचा खर्च कोण करणार, याचा विचार व्यवस्था उभी करतानाच व्हायला हवा होता. जो केला नाही किंवा करायचा नाही असं आधीच ठरलं होतं. २०२२ ला अर्थ खात्याने असं स्वच्छ सांगितलं होतं. पण हे सांगताना मी म्हणलं तसं कधी तुमच्या खिशात हात घालायचा हे पण ठरलं होतं. आणि दोन माणसांच्या व्यवहारांवर शुल्क लावत नाही आहोत असले भंपक युक्तिवाद सरकारने करू नये. तुम्ही डिजिटल सापळा लावला आहे आणि त्यात प्रत्येक भारतीय आता अडकला आहे.
महाराष्ट्र नवनिर्माण सेना या एमडीआरचा निषेध नोंदवते. हे शुल्क भरण्यास व्यापाऱ्यांनी सपशेल विरोध करावा.

I think MDR on UPI was probably inevitable at some point, especially given how widespread UPI adoption has become. It could also lead to more competition, instead of just three apps accounting for more than 95% of the market.
That being said, there are some use cases, like investing and broking, where the proposed MDR structure doesn’t really make sense.
The problem with broking is that there is no guarantee that money transferred to a broker will actually result in a transaction.
As brokers, we can’t force a customer to trade after transferring money. And if we can’t pass the UPI charge on to the customer, there is essentially no limit to the cost a customer can impose on a broker without generating any revenue.
Just as an example, 10,000 customers could each make 50 UPI transfers of ₹2 lakh in a month without executing a single trade. At the proposed MDR, this could potentially cost the broker around ₹2 crore, without generating any business.
What makes this even more challenging is quarterly settlement (QS). This is a SEBI regulation that requires brokers to send unused funds back to clients every month or quarter.
Most customers then transfer these funds back to their broking accounts, with more than half of these transfers happening through UPI. So regulation essentially forces this movement of money every month or quarter, and the broker could end up bearing the cost when the money comes back, without any incremental benefit or revenue.
By the way, we currently don’t charge brokerage on equity delivery trades because the economics allow us to offer them for free. But if every UPI transfer starts carrying an additional cost, irrespective of whether the customer actually trades, I don’t see how we can absorb this indefinitely.
I think having an MDR is okay. It still doesn’t solve the problem of customers transferring money without transacting, but something like 0.02% with a cap of ₹5 or ₹10 per transaction seems much more reasonable for broking, instead of a cap as high as ₹300.
Around 15 months ago the Finance Ministry said claims that MDR would be charged on UPI were "completely false, baseless and misleading, and reaffirmed its commitment to promoting digital payments through UPI."
Today there is a U turn. From 15 October a 0.4% MDR will apply to specified person to merchant UPI transactions above Rs 2,000.
When STT was introduced, Parliament was told it was in lieu of capital gains tax on listed equities.
We now pay both STT and capital gains tax.
Dividends, once taxed at the company level, are now taxed in shareholders hands at slab rates.
