On Sept. 20, ICE agents "mistook" a U.S. citizen for a fugitive—pinned him to the pavement with a knee on his back.
Using force that left him bloodied with injuries to his head, neck, and teeth.
Witnesses say the same agent was involved in both incidents that occurred in Evanston, Illinois.
