The "actions" at the beginning of each clause in the draft COP26 Agreement… Only 6 in a document of 94 clauses feel hopeful (in red), but mostly refer to more talk. And nowhere does it order, demand, command, decree, mandate, require, enforce, or even instruct.

Why? Because the structure of the UN prevents it. And so we find ourselves facing 2.4 degrees.

Either the UN needs a new system to enforce international participation (and don’t you think that’d be on the table, at least?)… or we need another system.

What Americans need to grasp is that soaring unemployment is *not* an inevitable consequence of lockdown. European countries are locked down too, but they prevented unemployment by covering companies' wage bills. Unemployment is a political choice.
