📍 Amaravati Outer Ring Road (ORR)
The NHAI Project Director briefed the Minister on the progress of the proposed 190-km, 6-lane Amaravati ORR being taken up across five districts. The Minister enquired about the status of land acquisition required for the project.
🛣️ Vinukonda–Guntur NH-544D
Officials informed the Minister that the existing 2-lane Vinukonda–Guntur National Highway is being expanded to 4 lanes.
🌊 Guntur–Nizampatnam Highway
The alignment for the Guntur–Nizampatnam Highway has received approval and will be forwarded to the Technical Committee, officials informed.
🏗️ Fly Ash Supply for Amaravati ORR
The Minister highlighted that the State Government has approved free supply of the fly ash required for construction of the Amaravati ORR, providing support for the NHAI project.
The development of major road connectivity projects in Andhra Pradesh was reviewed during a meeting between R&B Minister BC Janardhan Reddy and NHAI Amaravati Project Implementation Unit (PIU) Project Director Viraj Surajwala at the Secretariat.

Minister BC Janardhan Reddy assured that if any issues arise at the field level, they can be brought to the government’s attention and all necessary support will be extended.

🏛️ ₹661 crore for construction of a 250-metre Spear Tower and lifts on the Assembly Building. CM directed officials to develop the Spear as a distinctive public attraction, including a viewpoint.
🛣️ To invite tenders worth ₹1,548 crore for infrastructure development in LPS zones across 29 villages in the capital region.
👨‍🌾 A proposal to extend annuity payments to farmers holding less than one acre of land under the second phase of land pooling.
Public transportation in the capital region and directed officials to immediately prepare an integrated mass transportation plan connecting Vijayawada, Guntur, Mangalagiri, Tadepalli and nearby areas, keeping future requirements in mind.
🏙️ The CM said Amaravati would take shape as a mega city integrating Vijayawada, Guntur, Mangalagiri and Tadepalli, and spoke of developing Amaravati as a self-financing city. A committee is also proposed to study future revenue models.
🌿 The CM directed officials to work towards maintaining 50% greenery and biodiversity in the city and prepare a blueprint to develop hills and water bodies as attractive areas.
The 66th CRDA Authority meeting, chaired by Chief Minister N. Chandrababu Naidu at the Secretariat, approved several proposals related to infrastructure, connectivity, land pooling and the future development of Amaravati.

The hospital is proposed to be constructed on approximately 12 acres in Survey Nos. 51, 52 and 55, near the E-03 Road (Seed Access Road) – N-14 Junction, within the revenue limits of Abburajupalem village, Tulluru Mandal.
🛡️ Security arrangements reviewed
In view of the Chief Minister’s visit, District SP Shri Vakul Jindal, IPS, inspected the proposed hospital site and reviewed arrangements relating to security, traffic management and other logistical requirements at the ground level.

🔹Engineering officials also informed that the steel diagrid structures for five proposed towers are progressing rapidly, marking another important step in the development of Amaravati’s skyline.

🛣️ The Cabinet also discussed major changes in Amaravati’s road construction policy, including converting cement roads into bituminous (BT) roads based on recommendations from CRDA and the Chief Engineers’ Board.
The Cabinet also reviewed key works related to Amaravati railway connectivity, Inner Ring Road, LPS roads and other infrastructure projects.
The Andhra Pradesh Cabinet, chaired by Chief Minister N. Chandrababu Naidu, discussed 25 key agenda items and approved several major initiatives focused on infrastructure and the development of Amaravati.

🏠 Staff Housing: 68 residential units
🛡️ Security: 20-room barracks for around 144 personnel
The complex will feature modern infrastructure, RCC construction, a perimeter compound wall, four sentry posts and associated security checkpoints.
Importantly, the entire project must be completed strictly within the sanctioned ₹212.22 crore budget. CRDA will arrange the funds from its own resources, with no separate State Government budget allocation.
No expansion of scope, additional works or increased financial burden will be permitted without prior approval.

🔹The cooling services will be provided under a Cooling-as-a-Service (CaaS) model. The amount billed by the concessionaire for cooling services provided to Andhra Pradesh State Government buildings within the Amaravati Government Complex will be paid from APCRDA/GoAP funds, as per the concession agreement.
🔹What is the District Cooling System?
The DCS will comprise a central District Cooling Plant (DCP), chilled-water distribution network (ring main), interface network, Energy Transfer Station (ETS) equipment, metering systems and associated infrastructure.
Instead of individual air-conditioning systems in each building, the district cooling network will produce chilled water centrally and distribute it through insulated underground pipelines to connected buildings. This integrated approach can provide:

Reduced electricity consumption and peak power demand
Better utilization of cooling infrastructure
Improved air quality by reducing the need for multiple individual cooling systems
Lower lifecycle costs and improved operational efficiency
Reliable and centralized cooling for major government buildings

The initial DCS proposal covers major government facilities including:

Legislative Assembly
Secretariat
Head of Department (HoD) buildings
🔹These facilities constitute the identified demand for the proposed DCS.
Other components of the Amaravati Government Complex, including Hon’ble Chief Minister’s offices and residence, Government Housing, Judges’ Bungalows and other future developments, may also be connected to the district cooling network wherever commercially and technically viable.

🚧The foundation concrete works are scheduled to begin tomorrow, marking another important milestone in this prestigious project.
🏥Visited the construction site of the Basavatarakam Indo American Cancer Hospital & Research Institute in Amaravati and reviewed the excavation works and overall progress of the project.
🔹 Phase-I spread across 21 acres
🔹 Investment of approximately ₹750 crore
🔹 500-bed state-of-the-art hospital
🔹 Advanced cancer treatment and research facilities
Once completed, the hospital will bring advanced cancer care closer to the people of Andhra Pradesh and strengthen the state’s healthcare infrastructure.

𝐀𝐏𝐂𝐑𝐃𝐀 𝟔𝟓𝐭𝐡 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 𝐌𝐞𝐞𝐭𝐢𝐧𝐠 – 𝐊𝐞𝐲 𝐃𝐞𝐜𝐢𝐬𝐢𝐨𝐧𝐬
💰 Comprehensive Development of 29 Amaravati Villages
In addition to the ₹904 crore already allocated, the authority has approved another ₹533 crore worth of works.
🚧 Infrastructure across all 29 villages will include:
🔹 Quality BT roads
🔹 Drainage and underground drainage
🔹 Drinking water infrastructure
🔹 Modern street lighting
🔹 Upgraded civic infrastructure
📚 ₹596 crore approved for Shakamuru for a Central Public Library, a state-of-the-art auditorium and other buildings.
👨‍🌾 Relief for farmer families
The CRDA has approved a loan waiver of up to ₹1.50 lakh per family for farmer families participating in land pooling. The decision applies to loans taken before January 1, 2026.
🎓 8.5 acres have been allotted for establishing the National Institute of Electronics and Information Technology Deemed University.
🏢 Encouraging private investment
Residential, commercial and office projects will be developed through private partnerships across 42 acres in Pitchukalapalem, Tulluru, Mandadam and Kuragallu.
🔹A new policy will also enable those who have already obtained land for hotels, schools and other institutions to seek adjoining additional land. Such additional land will be allotted at a minimum 250% higher price, with a floor price of ₹10.25 crore per acre.
