“The East India Company needed soldiers for their army in India and it could find none but the Untouchables.”
ब्रिटिशकालीन भारत में अंग्रेजों ने जमींदारी जैसी व्यवस्थाओं के माध्यम से शासन किया और पहले से सामाजिक एवं राजनीतिक प्रभुत्व रखने वाले वर्गों को अपने शासन में सहयोगी बनाया। इसके परिणामस्वरूप धन, धरती और राजपाट पर कुछ विशेष वर्गों का वर्चस्व और मजबूत हुआ। 15 अगस्त 1947 को भारत आजाद हुआ, लेकिन आजादी के बाद भी धन, धरती और सत्ता-संसाधनों पर समाज के एक बड़े वर्ग का वर्चस्व बना रहा और भूमि तथा संसाधनों का न्यायपूर्ण बंटवारा नहीं हो सका।
इसी असमानता को कम करने के उद्देश्य से स्वतंत्र भारत में भूमि सुधार लागू किए गए। लेकिन प्रभावी क्रियान्वयन की कमी, कानूनी एवं प्रशासनिक अड़चनों और प्रभावशाली भू-स्वामी वर्गों के प्रतिरोध के कारण भूमि सुधार अपने व्यापक उद्देश्यों को पूरी तरह हासिल नहीं कर सके। भूमि और संसाधनों की असमानता से पैदा हुआ असंतोष आगे चलकर कई उग्र सामाजिक-राजनीतिक आंदोलनों की पृष्ठभूमि बना, जिनमें नक्सल आंदोलन भी शामिल था।
ऐतिहासिक रूप से सामाजिक, राजनीतिक और शैक्षणिक अवसरों से वंचित समुदायों के प्रतिनिधित्व को सुनिश्चित करने के लिए संविधान में आरक्षण का प्रावधान किया गया। अनुसूचित जाति और अनुसूचित जनजाति को संविधान लागू होने के साथ ही आरक्षण का संवैधानिक प्रावधान मिला। वहीं, अन्य पिछड़ा वर्ग को केंद्र सरकार की नौकरियों और केंद्रीय शैक्षणिक संस्थानों में आरक्षण मंडल आयोग की सिफारिशों के आधार पर 1990 के दशक में लागू हुआ।
आरक्षण का संवैधानिक आधार मुख्यतः सामाजिक और शैक्षणिक पिछड़ापन तथा पर्याप्त प्रतिनिधित्व का अभाव है। इसके बावजूद आर्थिक रूप से कमजोर वर्गों के लिए आर्थिक आधार पर EWS आरक्षण की व्यवस्था की गई। ऐसे में आज आवश्यकता है कि आरक्षण और प्रतिनिधित्व की पूरी व्यवस्था की वास्तविक स्थिति का आंकड़ों के आधार पर मूल्यांकन किया जाए।
हम लंबे समय से सामाजिक-आर्थिक एवं जातिगत जनगणना की मांग कर रहे हैं, ताकि यह स्पष्ट हो सके कि देश की धन-संपत्ति, जमीन, शिक्षा, रोजगार, प्रशासन, राजनीति, मीडिया और अन्य महत्वपूर्ण संस्थानों में विभिन्न सामाजिक समूहों की कितनी हिस्सेदारी है। जब तक विश्वसनीय और व्यापक आंकड़े सामने नहीं आएंगे, तब तक सामाजिक न्याय और समान हिस्सेदारी की वास्तविक तस्वीर पूरी तरह सामने नहीं आ सकती।
हमारी मांग है कि जिसकी जितनी संख्या है, उसकी उतनी भागीदारी सुनिश्चित की जाए। महिलाओं को उनकी जनसंख्या के अनुपात में स्थानीय निकायों, संसद और विधानमंडलों में प्रभावी प्रतिनिधित्व मिले। OBC समाज को लोकसभा और विधानसभाओं में उचित राजनीतिक प्रतिनिधित्व मिले। SC, ST और OBC के लिए राज्यसभा तथा विधान परिषदों में भी उचित और प्रभावी प्रतिनिधित्व सुनिश्चित किया जाए।
उच्च न्यायपालिका में प्रतिनिधित्व, पदोन्नति में आरक्षण, सरकारी योजनाओं और बजट में आबादी के अनुपात में हिस्सेदारी, सरकारी ठेकों और सरकारी खरीद में आरक्षण तथा निजी क्षेत्र में प्रतिनिधित्व की व्यवस्था पर गंभीरता से विचार किया जाना चाहिए, ताकि सामाजिक न्याय केवल सरकारी नौकरियों तक सीमित न रहे।
निजी क्षेत्र में हमारे समाज के लोग केवल मजदूरी करने के लिए नहीं हैं। उन्हें प्रबंधन, निर्णय लेने वाली संस्थाओं और नेतृत्व के पदों पर भी उचित हिस्सेदारी मिलनी चाहिए। आर्थिक विकास में भागीदारी तभी सार्थक होगी, जब विकास के साथ निर्णय लेने की शक्ति में भी समान भागीदारी सुनिश्चित हो।
मीडिया लोकतंत्र का एक महत्वपूर्ण स्तंभ है। इसलिए मीडिया संस्थानों में भी ऐतिहासिक रूप से वंचित समाजों की पर्याप्त भागीदारी और प्रतिनिधित्व सुनिश्चित किया जाना चाहिए, ताकि समाज के हर वर्ग की आवाज लोकतांत्रिक विमर्श में प्रभावी रूप से सामने आ सके।
यह लड़ाई किसी के अधिकार छीनने की नहीं, बल्कि ऐतिहासिक रूप से वंचित समाजों को उनके संवैधानिक और लोकतांत्रिक अधिकारों के अनुरूप न्यायपूर्ण हिस्सेदारी दिलाने की लड़ाई है। हमारा लक्ष्य है-- धन, धरती, सत्ता और देश के महत्वपूर्ण संस्थानों में न्यायपूर्ण हिस्सेदारी तथा वास्तविक सामाजिक न्याय।

CCTV footage shows that IIT Bombay student Sahil Wakode was cheating in the examination using a mobile phone. He later handed over the phone to the invigilator, Professor Suryanarayan Doolla.
And this is what IIT Bombay said: no disciplinary action was taken against Sahil. The instructor and Head of Department spoke to him, counselled him, and assured him that the incident would not adversely affect his academic career.
And today, a police case has been registered against the same Professor Suryanarayan Doolla, with provisions of the SC/ST Act invoked, following a complaint by Sahil’s parents.
IIT Bombay’s SC/ST Cell also said that it had received no complaint from Sahil alleging caste-based discrimination.
Should every incident automatically be viewed through the lens of caste?
If the facts show cheating, then cheating is cheating. Calling it casteism does not change what happened in the examination.
Should we defend cheating simply because caste has entered the narrative?
