The unattended self-service candy bowl set out for Halloween might be one of the best gauges of individual civic responsibility, and an individuals ability to self govern, akin to the shopping cart test.

Much like the choice to return a shopping cart the implied norms are clear and the deterrence for bad behavior minimal. It’s generally accepted that taking just one candy is the rule, yet there’s no real consequence for taking more.

Despite this, behaviors vary:

•A few consistently choose one piece.
•Many often do, but not always.
•Some rarely limit themselves to one.
•Others habitually take more.
•A few might even take the entire bowl.

It’s mainly the actions of those last three categories that necessitate numerous, burdensome laws and contribute to societal decline, slowly pulling collective standards down to the lowest common denominator.
