Central Bank of Syria Allows Beneficiaries to Receive Incoming Remittances in Syrian Pounds or Foreign Currency

"Syria will be a safe place for investment".. said Syrian Finance Minister during his participation in a high-level discussion session in Washington on progress in economic reforms:
- Sanctions: Syria has closed many sanctions‑related cases and is in the final stages of resolving the sanctions file; only the designation as a "state sponsor of terrorism" remains, and Barania believes removal of that designation is near (God willing).
- Investor impact: Removal of the designation may not immediately restore normal engagement with Syria, but it is important for investors to fully assess risks.
- Legal and regulatory reforms: The government is working on new laws and regulations to create an investment‑friendly environment, including a flexible tax system and investment incentives.
- World Bank support: There is a potential World Bank grant of about $100 million for financial‑sector reform, expected to provide technical assistance and capacity building for the Central Bank of Syria and possibly be announced in coming months.
- Other reforms and support sought: Plans and interest include housing finance, pension and retirement system reform to ensure institutional sustainability, and digital transformation in the financial sector, with grants expected for these areas.
- International engagement: Ongoing communication and engagement with the IMF, World Bank, and International Finance Corporation for assistance.
- Knowledge hub and PPPs: The visit aims to confirm creation of a knowledge hub to assist Syrian investors and to build public‑private partnerships between government and the private sector; Barania reported continued progress from meetings in Washington and expects further advances this year.
