The ELF in its current setup does nothing else but to skim the milk and aquire the locally (and voluntary) developed talent without giving anything back.
On the other hand- IFAF needed this kick in the ass

@Josh_Dyno @CoachDanCasey Because throwing now is taught to be rotational, like a boxing punch as opposed to the over the top, high release baseball pitch of before. Keeping the ball at chest makes it easier to get all the rotational force into the ball, plus easier to get full extension of the elbow
