החוקרות מתארות את מארג ביטחון הפנים כ"מערב פרוע" הכולל "רשת שיטור" של גורמים חמושים. לדבריהן, בתוך חוסר הסדר "התגברה הפעילות של התארגנויות אזרחים אסורות", ההתחמשות המואצת בנשק פרטי וארגוני "מגדילה את הפעילות האסורה בביטחון הפנים", ומקומו של השלטון המקומי והאזורי הולך ומתרחב "לא תמיד באופן חוקי". הן ממליצות גם לשפר את ההסדרה והפיקוח על גופים מדינתיים.

A Senior Fellow at IDI since 2011, Prof. Cohen is a leading expert on the international law of armed conflict, national security law, civil-military relations, and constitutional law. He has served as Dean of the Faculty of Law at Ono Academic College and as a visiting professor at American University’s Washington College of Law and Columbia University Law School.
