During my childhood back in Morocco, we literally played with a small rock as a ball, made balls out of socks, treated the kid that had an actual ball as a king, and loved every part of it. It was particularly fun after we had just watched a ball game on TV and run out to imitate our favorite players.
In my opinion, the "bio banding" solution simply allows the system to avoid dealing with the real problem, which is the primacy of physicality as a tool to achieve short-term "winning" goals for coaches and clubs at the expense of players that have the mental and technical abilities to develop into higher-level players in the long term. For me, this is just deepening the problems of youth soccer development. Cheers!

We know so much more today about most things, but we surely lack wisdom. Wisdom requires slowing down, pondering what we learned, rethinking our assumptions. Who has time for that anymore? We instead immediately transform what we hastily learned into a weapon to undermine others.
