Last weekend, ACT Wazalendo organised a national discussion on the state of the nation. At its centre was a stark warning from the party’s national chairman, Othman Masoud Othman, about the political crossroads at which Tanzania now stands.
During the forum, a report was launched under a deliberately provocative title: The Grief: Blood on the Hands of the Protectors. I was invited to offer closing remarks and a vote of thanks. Time, however, was too short for what needed to be said. These reflections are therefore an attempt to continue that conversation in public.

Tribute to Ambassador Juma Volter Mwapachu- The loving memory a Year after

Sunday 19th of April 2026 i joined friends and family members of the late Juma Volter Mwapachu to his remembrance one year after he passed on. I joined a panel of people who were closer to him to discuss his life. I wrote these few remarks for Mzee wangu Ambassador Mwapachu.
Today we remember a distinguished Tanzanian whose life of service spanned diplomacy, regional integration, private sector leadership, and intellectual contribution. Balozi Mwapachu was a visionary who believed deeply in a people-centred East Africa.
Balozi Mwapachu served with distinction as the third Secretary General of the East African Community from 2006 to 2011. During his tenure, he provided visionary leadership that accelerated regional integration. He oversaw the accession of Rwanda and Burundi in 2007, consolidated the Customs Union, and successfully steered the negotiations that led to the signing of the Common Market Protocol in 2009, which came into force on 1 July 2010, opening the way for freer movement of goods, services, labour and capital. He also advanced early work on regional infrastructure and the Tripartite Free Trade Area with COMESA and SADC. Unfortunately the common market is not really common. Alot of EastAfricans are still facing numerous challenges conducting their businesses.
In his book Challenging the Frontiers of African Integration, he insisted that the EAC must be truly people-centred and private-sector-driven — not an elite or bureaucratic project. He urged partner states to address fears openly, build confidence through visible gains, and ensure that ordinary East Africans feel real benefits in trade, jobs and daily life. He often reminded us that East Africa is ‘one people with one destiny,’ and that pragmatic, step-by-step progress rooted in mutual benefit would gradually overcome sovereignty concerns and economic nationalism.
I had the privilege of engaging with his intellectual legacy more closely. In 2022, I named 38 Reflections on Mwalimu Nyerere, which he co-edited with Prof. Mark Mwandosya, as my Book of the Year.
What Mzee Mwandosya and Mzee Mwapachu did was like keeping the history of our country alive. They rendered a great service to our republic by presenting Mwalimu not only as a great leader but also as a human being, full of lessons for today’s generation. Later, receiving his memoirs, The Journey, reinforced my appreciation for the depth of experience and reflection he brought to Tanzania’s story. I loved reading his story of rural Bariadi when he was posted as district development director there.
Even when we engaged on matters of national interest, as I did in my 2011 open letter to Balozi Mwapachu while he served on the board of African Barrick Gold, raising concerns about tax integrity, corporate structure, and ensuring greater benefits for Tanzanians from our natural resources, I always respected his stature as a senior statesman with deep credibility. He didnt like the open letter much but it generated a debate, long one.
The open letter was followed by email exchanges between me, Mzee Mwapachu, and the late Ali Mufuruki. Mzee was open to criticism, at times defensive, but he never stopped debating. He did not respond point by point on issues i raised, yet I later received his response through dialogue.
Three years after the open letter, I conducted a fiscal policy analysis on the leaked addendum to the Statoil natural gas contract, showing that it could cost Tanzania nearly one billion US dollars annually. Mzee Mwapachu invited me to the Legion Club to present my findings. In the discussion, he engaged me ferociously on the international tax issues. Through that robust exchange, I understood his perspective, and the dialogue itself became a meaningful response to my earlier concerns.
