The CSS Forum appreciates @DoPTGoI for completing 60 Cadre Reviews of Central Group ‘A’ Services.

However, while CSS officers across Government tirelessly support administrative reforms and Cadre Reviews of other services, their own Cadre Review has remained pending for over 8 years.

The 4th CRC was constituted in October 2022, when the review was already delayed by four years. Even after 47 months, its report remains pending, resulting in an unprecedented consolidated delay of 95 months (2,892 days).

Is this not a classic case of “चिराग तले अंधेरा”?

Those who help make reforms happen across Government deserve meaningful reform within their own cadre too. Reforms are most meaningful when they encompass every cadre that contributes to making governance work. @PMOIndia @ashwinijourno @gautam_debroy @vijaita @amreshsrivastav @journo_jitendra @arvindgunasekar @DhingraSanya @bhartijainTOI @DaminiNath @meetujain @RTIExpress @DeeptimanTY @deekbhardwaj @DaminiNath @rupeshmishramp @anuragjourno @capt_ivane @jgopikrishnan70 @Goverdhan__ @Pankajkpandey @basantthespring @ashlinpmathew

Hon'ble MoS @DrJitendraSingh Ji had earlier assured the CSS Forum that 310 Assistant Section Officers (ASOs) of the 2014 batch would be promoted soon. However, senior officials within the #DoPT have reportedly denied receiving any such instructions from the Hon'ble Minister, repeatedly citing the unavailability of vacancies as the reason for the continued delay in promotions.

In a recent press conference held today, the Hon'ble MoS(PP) has now clarified that the file related to the promotion of ASOs has already been processed. This statement brings a ray of hope to hundreds of officers who have been waiting for their rightful promotion despite completing over a decade of service.

The CSS Forum now requests #DoPT to issue the promotion orders in respect of ASOs of 2014 Batch at the earliest, keeping in view the long-pending nature of the matter and the assurance given by Hon'ble Minister. @DoPTGoI @DoptSecretary @PMOIndia @vijaita @ashwinijourno

Serving under juniors.
No promotion for 10 years.
Demoralized and forgotten.
This is the reality of 2014 batch ASOs of CSS.

2014-batch assistant section officers (ASOs) have been demanding their long-pending promotion.

It’s over 10 years now but several ASOs from the 2014 batch are still waiting for their first promotion.

These ASOs are part of the Central Secretariat Service (CSS), a civil service under the Government of India

CSS officers are top SSC rankers.
But with promotion delays like this, who’ll choose CSS tomorrow?

10 years. 0 promotions.
How does the “policy frame of India” stay strong with broken morale?
Fix the injustice.
