2. if the intent of a person is obviously threatening the life of people without intending to save others, it is going too far. But thats just a loose rule,there might be instances where I judge differently.

2. I‘m not sure if I completely understand the question, but if you mean „how different should an opinion be to be acceptable“, I would say as much as possible.
