Those citing privacy concerns should remember that incidents like this are exactly why CCTV cameras in dormitory corridors became mandatory. Article 24 exists for a reason, and schools are required by the Ministry of Education to comply, there’s no debate about it.
Students must understand that there are consequences when they set other human beings on fire.
When I visited Naivasha maximum prison I met the only suspect sentenced to death for the May 24, 1999 arson attack in Nyeri High School that claimed the lives of four prefects.
The student was 33 years old or thereabout when I met him. He was convicted by a juvenile court and later committed to life imprisonment after he turned 18.
The 2001 Kyanguli fire tragedy claimed the lives of 67 students. Two 16-year-olds were arrested and charged with murder. The judge handling the matter resigned in 2006 amid corruption-related allegations. A new judge declared the court matter a mistrial.
I took my time with the file, and it was clear that someone had done everything to make sure the two boys escaped justice. I tracked one down to an office in the CBD. He is somewhere out here.
The July 13, 1991, St Kizito High School massacre remains the most disturbing and heart-wrenching story I have covered.
The boys stormed the girls' dormitory. Reason? They had refused to join them in a strike.
In the ensuing violence, 71 school girls were raped and 19 of them lost their lives, mostly due to suffocation after being tightly packed into a corner during the attack.
Some were arrested and as usual, parents worked the justice system and many escaped the hangman’s noose.
But in a dark twist of events, most of the accused “turned mad”, and others ended up as drunks.
I remember visiting a lady now in her fifties who was still overwhelmed by the events of that night- oh she cried.
I met most of the boys then now men. Drunkards. Wasted.
Let’s see how the tragic Utumishi Fire tragedy plays out but if the prosecution proves those arrested are involved, it will be the end of school and freedom.

Should the taxpayer still bear the burden of proof in instances where a tax dispute with the Revenue Authority is based in pre-populated & third party data?
In my submission before the National Assembly's Finance & Planning Committee on behalf of the Tax Research Centre at @StrathU, I argue that Finance Bill 2026's proposals seeking to anchor Incomes & Expenses Validation in law will be incomplete if they do not include a proposal for the the Revenue Authority being saddled with the burden of proof in such instances.
Here's why:
· Finance Bill 2026 proposes to amend Sec75 of the Tax Procedures Act to provide that the Revenue Authority may use technology to pre-populate tax returns on behalf of a person required to submit or lodge a tax return
· Finance Bill 2026 further proposes that a person required to submit or lodge a tax return may rely on pre-populated return generated by the Revenue Authority to file their return
· Finance Bill 2026 proposes to amend Sec112 to provide that the Cabinet Secretary of the National Treasury may make Regulations for the procedure for the submission or lodging of returns based on pre-populated tax returns generated by the Revenue Authority
Here's where the problem is:
· In all this, Sec56(1) which provides that "In any proceedings, the burden shall be on the taxpayer to prove that a tax decision is incorrect" remains unchanged
· Sec56(1) is predicated on the fact that Kenya has been running on a self-assessment based regime & the data upon which tax disputes emerges was held by the taxpayer
· With Incomes & Expenses Validation & the onset of a Dual Assessment regime in Kenya, taxpayers are now exposed not just to errors of judgement & data on their part, but also errors of technology & transmission which are out of their control
· Can we really still have the burden of proof lying exclusively with the taxpayer in an environment where tax compliance has shifted from a function of record keeping to one where system integration reliability is now a key factor?
Developing Story
FIFA Rejects the Suspension of Hussein Mohammed,Dennis Gicheru and Abdullahi Yusuf as FKF President, General Secretary and NEC Member respectively.
In an official letter dated May 25, 2026, FIFA has categorically rejected the attempted ouster of FKF President Hussein Mohammed by a faction of the National Executive Committee (NEC) members.
FIFA does not recognize the resolution passed by the NEC members on April 24, stating that their actions carry no valid legal weight saying Hussein Mohammed remains the recognized FKF President.
FIFA ruled that forcing an official to step aside is legally a provisional suspension. Under Article 41 of the FKF Constitution, such a move required proper notice, an established agenda, and most importantly, affording Hussein the right to be heard none of which were followed.
FIFA warned that executing leadership changes outside of statutory frameworks undermines the stability of the federation. It explicitly noted that the individual NEC members responsible for this breach could face potential disciplinary measures.
