Interestingly, Nepal has a similar/slightly higher per capita flight rate than India. I suspect the same logic applies there as well. Ltd access to rail networks makes flying a necessity.

My hypothesis is that rail remains the dominant mode of intercity transport for India 2/3, with avg per capita intercity train rides of ~2.5-3.0 ( ~ 25-30x of flights), But in the case of Srinagar, the near-total absence of rail connectivity means...

Although, important to note there is a structural cap on the frequency of private-jet departures in China, due to restrictive airspace, limited GA infrastructure, and bureaucratic bottlenecks, which makes it far harder to operate private jets there vs India.
