No they allow criminals to become repeat offenders the same thing happens with blacks in the US to the point where stealing in CA is OK as long as it's under $950.
Less than 0.1% of any group is criminal but if crime isn't punished it tenfold increases. If you arrest one group and not another for long enough the ones not being jailed take over crime. And a stigma developes about the whole category.
