کراچی کے علاقے ماری پوری، لیاری، گولیمار اور ملیر میں ریاستی جبر بلوچ شناخت اور اجتماعی وجود کو دبانے کی ریاستی پالیسی کا حصہ ہے۔ لیاری، گولیمار، ماری پور اور ملیر کو میدانِ جنگ سمجھ کر گھروں پر دھاوے بولنا اور نوجوانوں کو جبری طور پر لاپتہ کرنا اس ریاستی پالیسی کا ثبوت ہے کہ جس میں لیاری سے ڈی جی خان تک ہر بلوچ محض اپنی شناخت کی بنیاد پر مشکوک اور قابلِ نشانہ ہیں۔

پولیس، رینجرز، سی ٹی ڈی اور خفیہ اداروں کی کارروائیوں نے کراچی کے بلوچ علاقوں میں خوف، عدم تحفظ اور مسلسل نگرانی کی کیفیت پیدا کر دی ہے، جہاں عام بلوچ خود کو ریاستی طاقت کے سامنے غیر محفوظ محسوس کرتے ہیں۔ ماڑی پور، لیاری، گولیمار، ملیر، گڈاپ، گلشن اقبال اور گلستان جوہر اور دیگر بلوچ آبادیوں میں جاری مسلسل جبر نے اس چیز کو ثابت کرتا ہے کہ بلوچ نسل کشی پالیسی مخصوص علاقے یا جغرافیہ تک محدود نہیں ہے بلکہ ہر ایک بلوچ ریاست کے نشانے پر ہے۔

صرف دو ہفتوں کے دوران ماری پوری, شرافی، لیاری اور گلشن سے درجنوں نوجوانوں کو جبری طور پر لاپتہ کیا گیا، جبکہ بلوچ آبادیوں پر مسلسل چھاپوں، گرفتاریوں اور ہراسانی کا سلسلہ جاری ہے۔ یہ جبر محض چند افراد کو نشانہ بنانے تک محدود نہیں بلکہ بلوچ آبادیوں کو اجتماعی طور پر دباؤ میں رکھنے اور ان کی سیاسی و سماجی زندگی کو مفلوج کرنے کی وسیع تر پالیسی کا حصہ ہیں۔

کراچی میں کاؤنٹر ٹیررازم کے نام پر پوری بلوچ آبادی کو مشتبہ اور محصور بنادیا گیا ہے۔ پورے کراچی میں بلوچ شناخت، بلوچ آبادی اور بلوچ ثقافت کو جبر کا نشانہ بنایا جارہا ہے۔ شاہراہوں پر بلوچی لباس پہنے شخص کو تلاشی کے نام پر اس کی عزت و نفس کو توہین کی جاتی ہے، اس کو تفتیش کے نام پر کئی کئی گھنٹے ذہنی و جسمانی تشدد کا نشانہ بنایا جاتا ہے۔ اگر کسی بلوچ کا شناختی کارڈ میں ایڈریس لیاری، ماری پور اور ملیر درج ہے تو وہ شخص ریاست کے سامنہ مشکوک ہے اور اسے کراچی کے عام شہریوں سے الگ کرکے تفشیش کی جاتی ہے۔ لیاری، ملیر، گڈاپ، ماری پور، فقیر کالونی، ڈالمیا اور دیگر بلوچ آبادیوں کو کئی کئی دنوں تک سرچ آپریشن کے نام پر محصور کیا جاتا ہے۔ گھر گھر تلاشی کے دوران خواتین اور بچوں کے ساتھ بدسلوکی، گھروں کی حرمت پامال کرنا اور خاندانوں کو خوف و ہراس میں مبتلا کرنا انتہائی عام ہوچکا ہے۔ لیاری، ملیر اور ماری پوری میں سرچ آپریشن کے نام پر درجنوں کے حساب سے لوگوں کو پوری پوری رات رینجرز چوکیوں اور پولیس تھانوں میں تفیش کے بہانے تشدد کا نشانہ بنایا جاتا ہے۔

بلوچ یکجہتی کمیٹی واضح کرتی ہے کہ بلوچ عوام کو ان کی شناخت، سیاسی شعور اور اجتماعی وابستگی کی بنیاد پر خوفزدہ کرنے کی کوششیں بلوچ قوم کے خلاف جاری ریاستی جبر کا حصہ ہیں۔ یہ سمجھنا ریاستی پالیسی سازوں کی تاریخی غلط فہمی ہے کہ چھاپوں، جبری گمشدگیوں اور تشدد کے ذریعے بلوچ شناخت اور شعور کو ختم کیا جا سکتا ہے۔ گھروں پر دھاوے بولنے والی طاقتیں نسلوں کے حافظے پر قبضہ نہیں کر سکتیں، زندہ قوموں کو محاصروں میں رکھا جا سکتا ہے، مٹایا نہیں جا سکتا۔ بلوچ عوام کو خوف کے ذریعے خاموش رکھنے کا زمانہ اب گزر چکا ہے۔

ریاست کو یہ سمجھ لینا چاہیے کہ کراچی کے بلوچ عوام تنہا نہیں ہیں۔ ان کے خلاف ہونے والی ہر زیادتی بلوچ عوام کے اجتماعی شعور میں محفوظ ہوتی ہے اور ہر ظلم بلوچ قوم کے اندر اپنے بقاء اور وجود کے دفاع کے لیے اجتماعی عزم کو مزید مضبوط کرتا ہے۔

بلوچ قوم کو جاری اس ریاستی جبر کے خلاف اپنے گھروں سے نکل کر منظم مزاحمت کا راستہ اختیار کرنا ہوگا، کیونکہ خاموشی جبر کے خاتمے کا سبب نہیں بنتی بلکہ اسے مزید تقویت دیتی ہے۔ جب ریاستی طاقت کو عوام کی خاموشی اور بے حسی کا سامنا ہو تو وہ اپنے دائرۂ جبر کو مزید وسیع کرتی ہے۔ اس لیے ہر بلوچ کے لیے ضروری ہے کہ وہ اپنے اجتماعی حقوق، شناخت اور وقار کے دفاع کے لیے اپنی آواز بلند کرے اور ظلم کے خلاف اجتماعی جدوجہد کا حصہ بنے۔

Balochistan High Court Issues Notices on BYC Petition Challenging Faceless Trials

The Baloch Yakjehti Committee (BYC) welcomes the proceedings of the Balochistan High Court on the constitutional petition filed against the conduct of faceless trials and the restrictions imposed on open and public court proceedings.

On 11 August 2026, the Balochistan High Court issued notices to the respondents on the petition filed by Dr. Mahrang Baloch, Beebow Baloch, Gul Zadi Baloch, Sibghatullah Shah Ji and Bebarg Baloch, who are currently facing trial while in custody at District Jail Quetta. The petition challenges the relevant government notifications issued on 24 November 2025, 10 October 2025 and 12 June 2026, as well as the application of Section 21 of the Anti-Terrorism Act.

The petition seeks to declare these notifications unlawful, unconstitutional, and violative of Articles 4, 9, 10-A, 14, 25, and 175(3) of the Constitution of Pakistan. In addition to challenging the notifications, the petition formally prays the Honorable Court to declare that any trial conducted under the shadow of executive threats and in the secrecy of a prison environment, as well as any proceedings held in the absence of the petitioners and their defense counsel, are null and void. Furthermore, it requests the transfer of all cases and proceedings presently pending against the petitioners to another competent Court of law.

The petition also asks the Court to restrain the respondents from intervening, influencing, or exerting administrative or executive pressure on the pending proceedings or presiding officers. It seeks to restrain the state from appointing substitute or State-nominated counsel, ensuring the petitioners' right to counsel of their own choice is not defeated due to clashing hearing dates. Additionally, the petition asks the Court to direct authorities to grant the petitioners free, confidential, and unmonitored access to consult with their defense counsel for effective preparation of their defense, and to direct the respondents to restore and conduct all proceedings and hearings in a publicly accessible, open court prior to the issuance of the June 12 notification, in the larger interest of justice, equity, and fair play.

The issuance of notices by the High Court is an important step in bringing the legality and constitutionality of these measures before the Court for judicial consideration. The respondents will now be required to respond to the petition and explain the legal basis for the measures being challenged.

The BYC has consistently maintained that the right to a fair and transparent trial cannot be compromised through procedures that prevent public access to judicial proceedings. Court proceedings involving political and other detainees must remain subject to transparency, due process, and the protection of fundamental rights.

The use of closed or faceless proceedings raises serious concerns regarding transparency, accountability, and the right of an accused person to effectively defend themselves. Justice must not only be delivered according to law but must also be conducted through a process that remains open to public scrutiny.

The Baloch Yakjehti Committee considers this petition not merely a legal matter concerning its detained leadership, but an important question concerning the independence of the judiciary, transparency of judicial proceedings, due process, fundamental rights, and the rule of law.

BYC will continue to pursue all legal and peaceful avenues for the protection of the fundamental rights of its detained leaders and activists and will continue to demand transparent, open, and fair judicial proceedings.
