This is how I usually promote - if anyone finds it helpful
Meh: 1-2 purchases or low spend. No promotion yet.
Candidate: 3+ days live, 3+ purchases, 2-5x target CPA spend, ideally >= €90, CPA usually <= €18 or <= €22 if stage/trend is strong.
Instant promotion: 5+ purchases, or <= €14 CPA with 5+ purchases, stable/improving 3-day CPA, enough delivery.

@PhilKiel I'm about to launch a couple of new ad sets that will be for testing only. One hypothesis, 3 iterations/ads, promote/dupe the winner (if it hits benchmarks) and keep it running for 2-3 days and then shut the adset off. That's the intuitive way, tho.
@ArijanJanes ever tested not showing 'you're saving x%'? but showing the actual $ value? I find that not making your customers do the math in their mind def helps with cvr
