I've got a "7th Grade Boys" rule for church announcements.
If it is appropriate for me to bring 20 7th-grade boys to the event, it gets pulpit and social announcements. If it isn't, there needs to be communication systems to directly point specific people to the event.

Every church should take responsibility to clearly define who is/are their pastor(s) and should avoid misusing terms, especially biblical ones, that cause confusion.
