I worked for an Ontario Minister of Finance, and also inside a few government ministries.

Cabinet ministers cannot drive themselves on work days. In fact it's forbidden, an ironclad rule they have no say in at all.

Because:
1. Canada is a major world economic player. A modern nation state. Entire regions of the world depend on Canada existing as a trusted reliable partner.

2. Now imagine a (ie: FIN) Minister who works around the clock, and can send stock markets plunging, erasing billions in economic activity, with a one word misspoke or misquote.

On-call 24-7 for domestic and international crises and sensitive cabinet decisions.

Imagine that person driving themself to work every day or between meetings in downtown Toronto and Ottawa.

3. DAILY we'd end up with :
Auto accidents
DUIs
Unreachable ministers in a crisis when many lives depend on rapid signoffs
Dead ministers
Dead pedestrians
Constant cabinet shuffles

That's disfunctional.

Investor confidence would collapse. Canada would be unstable and unreliable.

Avoiding that is worth the comparitively miniscual cost of a driver.
