It never says he's responsible for the raids. He's actually charging tribute to protect Imp loyalists from the raids. Protection he's failing to provide. If, and again, it's an if because it's never mentioned in the story. You think he's taking their money and then doing the raids himself. It would need to have been articulated in the film.
You're 100% right for a movie release in the traditional sense. But in the streaming age, particularly with Disney's platform, ticket sales in theater are an additive amount on top of the ultimate long-term release on their platform's subscription model. The movie doesn't have to make back the production costs in theater. If their share of tickets is more than the marketing and distribution costs, they will have realized profit from this theater pit-stop prior to platform release.
Will that happen? I'm not sure. The movie is bad. The story, editing, and acting are far worse than the early episodes of the series.

@FiredUpCoug I saw it this afternoon. It was sad. Theater seated 200 and there was 9 of us there. Nine people at a Friday matinee during summer break.... It's just not movie level storytelling or editing. Definitely not Star Wars level. Wait to stream it.
@MuseBaker They couldn't be more different. Kaep did it in uniform, on the field, during the game broadcast, in the post game.... Dart did it on his own time in street clothes.
