It's high time we sorted out the list MSP situation in Scotland.
The best example is @murdo_fraser rejected 8 times by the Scottish electorate but is still an MSP because he scrapes in on the list votes.
Two new rules.
Max 3 times in on list votes.
No list MSPS can become FM
