Today, the Minister of Finance, Economic Development and Investment Promotion, Hon. Prof. Mthuli Ncube, officially launched the Kwangu-Ngakwami Presidential Title Deeds Programme in Cowdray Park, Bulawayo. This milestone formalises settlements and secures legal property ownership for residents.

A total of 15,000 households in Cowdray Park will benefit, moving towards full, legally recognised and bankable home ownership. The programme ensures security of tenure, protects residents from land baron exploitation, and allows families to build a secure, inheritable legacy.

This programme converts informal occupation into formal, securitised title, enabling residents to access home improvement loans, participate in the housing finance system, and strengthen community development. It is a key driver toward a dignified, stable urban settlement landscape.

Infrastructure upgrades including roads, water and sewer systems will begin January 2026 through Public-Private Partnerships with CBZ Holdings, NSSA and Pension Funds. These partnerships ensure sustainable development and delivery of essential services.

As Zimbabwe moves towards Vision 2030, Government reaffirms that no community and no family will be left behind. Today’s rollout restores dignity, promotes economic inclusion, and strengthens the foundation for a prosperous and inclusive Zimbabwe.
