Iryna’s Law was made in 2025 after Iryna Zarutska was murdered on a Charlotte train by Decarlos Brown Jr, a repeat offender who had been released

Here’s what Iryna’s Law does:

- Eliminates“cashless bail” for most instances
- Requires judges and magistrates to review a defendant’s full criminal history before setting release conditions
- Creates stricter rules for repeat offenders
- Adds procedures for mental-health evaluations
