We have to begin to understand that policymakers do commit acts of violence. We pretend that someone in a board room, denying healthcare to millions isn't committing an act that may lead to the deaths of thousands of people.
I just generally do not understand stuff like this, like even from a purely evil capitalist perspective, having people getting heat stroke is just way more expensive then trying to prevent it.
