According to Philippine authorities, the operation was conducted after reports of a Chinese research vessel operating near Recto Bank, an area recognized under the 2016 Arbitral Award as part of the Philippine Exclusive Economic Zone.

Under UNCLOS Article 246, marine scientific research inside an EEZ requires coastal-state consent.

The issue is not only geopolitical. It also concerns maritime rights, resource protection, and the ability of coastal states to monitor activities within their waters.
