A "paper-based" system carries the exact same problems we now have ... right intentions, inverted plans.

Something permanent, verifiable and indisputable. After you vote, you should be able to verify that it added +1 where you intended.

I think you interpreted that in reverse, as if I meant Americans leaving here to work abroad when in fact I was saying that's allowed almost everywhere and is normal. That's who it pertains to.
