Kisah BJ Habibie menjadikan Bank Indonesia (BI) lembaga independen yg gak boleh diganggu oleh siapapun, termasuk Presiden.

Jadi, independensi BI berawal dari krisis ekonomi yang melanda Indonesia pada 1998. Waktu itu, nilai tukar rupiah anjlok hingga menyentuh Rp16.800 per dolar AS.

Presiden saat itu, BJ Habibie, menilai bahwa salah satu kunci untuk menyelesaikan krisis ekonomi terletak pada peran bank sentral.

Menurutnya, bank sentral harus mandiri, bebas, kuat, dan tak dapat dipengaruhi oleh siapa pun, termasuk Presiden Republik Indonesia.

Ada 5 poin yang disampaikan Habibie kepada Gubernur BI saat itu, yaitu:

1. Gubernur BI tak boleh menjadi anggota kabinet dan tak bertanggung jawab kepada presiden.

2. Gubernur BI harus mandiri dan profesional.

3. UU yang mengatur BI sebagai lembaga independen sedang dipersiapkan dan dirancang dan kalau perlu akan diperkuat oleh amandemen UUD atau ketetapan MPR.

4. BI harus lebih transparan agar dapat meningkatkan kualitas rupiah.

5. BI hanya akan berperan sebagai konsultan untuk proyek pemerintah. Pemerintah harus cari pinjaman di pasar modal untuk pelaksanaannya.

Sebagai bank sentral, tugas utama BI adalah menjaga stabilitas nilai tukar rupiah, mengendalikan inflasi, mengatur kebijakan moneter dan mempertahankan stabilitas keuangan.

Untuk menjalankan tugas itu, BI tak boleh terpengaruh oleh tekanan politik atau keputusan jangka pendek yang akan menguntungkan sejumlah pihak.

Status independen itu diberikan untuk memastikan bahwa kebijakan yang diambil didasarkan pada analisis ekonomi dan bukan karena intervensi pemerintah.

Wakil Menteri Keuangan, Thomas Djiwandono telah resmi dipilih sebagai Deputi Gubernur Bank Indonesia (BI) setelah lulus uji kepatutan dan kelayakan di Komisi XI DPR pada Senin, 26 Januari kemarin.

Terpilihnya Thomas yang merupakan keponakan dari Presiden RI, Prabowo Subianto, menimbulkan pertanyaan tentang independensi BI yang telah diatur dalam Undang-undang oleh Presiden RI ke-3, BJ Habibie.

Thomas sendiri telah menyatakan akan berkomitmen menjaga independensi BI dalam uji kepatutan dan kelayakan bersama Komisi XI DPR. Ia mengaku sudah mengundurkan diri dari Gerindra sejak 31 Desember 2025.

Namun, status Thomas sebagai orang dekat Prabowo tetap menimbulkan kekhawatiran bahwa dipilihnya ia sebagai petinggi akan mengancam independensi BI.
