Indiaโs Sovereignty Cannot Be Outsourced
The recent decision by Anthropic to restrict access to advanced foundation models serves as a timely reminder of a strategic reality: nations that do not control their own intelligence infrastructure ultimately depend on the decisions of others.
Artificial Intelligence is rapidly becoming foundational infrastructure - alongside energy, telecommunications, transportation, and defense. It will shape how governments govern, how economies compete, how institutions operate, and how societies access knowledge. In such an environment, relying entirely on foreign AI systems creates a structural dependency that no major nation can afford.
Today, access to advanced AI capabilities can be limited, modified, repriced, censored, or withdrawn based on commercial priorities, regulatory obligations, geopolitical considerations, or corporate policy decisions beyond India's control. What is available today may not be available tomorrow.
India's digital future cannot depend solely on intelligence systems owned, governed, and controlled elsewhere.
Sovereign AI is not merely about building a large language model. It is the ability of a nation to develop, deploy, govern, and continuously evolve AI systems aligned with its own strategic interests, legal frameworks, cultural context, economic priorities, and national security requirements.
For India, Sovereign AI means:
- National control over critical AI infrastructure
- Indigenous foundation models trained on Indian knowledge systems, languages, and realities
- Secure deployment across government, defense, healthcare, education, and critical infrastructure
- Strategic autonomy in the age of machine intelligence
- Long-term resilience against external technological disruptions
Just as previous generations invested in sovereign space programs, nuclear capabilities, digital identity infrastructure, and telecommunications networks, this generation must invest in sovereign intelligence infrastructure.
The question is no longer whether AI will become central to national power. It already is.
The question is whether India will consume intelligence created elsewhere- or create intelligence infrastructure that serves its own people, institutions, and future.
In the 21st century, sovereignty will increasingly be defined not only by borders, military strength, or economic output, but by a nation's ability to generate, govern, and deploy intelligence at scale.
Any nation can remain independent.
Only a nation with Sovereign AI can remain truly sovereign.
