The crime rate in Bihar is just 277.5 which is about 37% lower than the national average of 433. This is not new, you can check the data of last decade and you will find similar numbers.

Yet, perceptions and misconceptions still take precedence when they talk about Bihar and UP alike as the absolute numbers turn out to be higher given our high population.

You are more likely to be a victim of a crime down south than up north , yet the perception is the other way round.

Movies are a reflection of the society they say and the movies of the south show extreme violence but it is watched and forgotten but Bihar is still viewed as a lawless state based on the movie Gangajal or Ganga of Wasseypur.

Bihar govt is the main culprit which has done little to change this perception. Focused on personal PR, they never realised that their state needed PR.

Before you question the data, remember you termed Bihar as "Jungle Raj" using the same data when the situation in Bihar was bad. You cannot selectively accept the data when it was bad for Bihar and reject it when it shows a different side of Bihar.
